About The Position

This is an ON-CALL, part-time, remote role for a Community Development Consultant. The primary focus is supporting communities in implementing best practice strategies and providing expert consulting and programmatic expertise to serve low- and moderate-income families. The role involves supporting the U.S. Department of Housing and Urban Development (HUD) by delivering technical assistance and training on Section 3 and Federal Labor requirements. It may also support broader community and economic development priorities, including workforce development, small business development, and other HUD-aligned activities. Assignments are made on a demand-response basis, resulting in variable hours.

Requirements

Bachelor’s Degree or equivalent in Public Administration, Planning, Public Policy, Government or a related discipline, OR a minimum of 10 years of professional experience in a similar field.
Minimum of 10 years knowledge in HUD programs, specifically fully understanding Section 3 and Davis-Bacon requirements.
Demonstrated success developing and delivering trainings, workshops and webinars; program assessments and evaluation; facilitation, and public speaking to a variety of audiences.
Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel).

Broad knowledge in Fair Housing and Equal Opportunity laws and requirements.

Excellent verbal, interpersonal and written communication skills.
Strong analytical, problem-solving and decision-making capabilities to analyze situations, identify existing or potential problems, and recommend solutions.
Ability to multi-task with various projects and responsibilities.

Responsibilities

Work with a diverse set of stakeholders including public housing authorities, HUD Community Planning and Development (CPD) grantees who work with the Community Development Block Grant (CDBG), HOME Investment Partnerships Act, etc., programs.
Educate and distill Federal rule requirements to grantees/subrecipients on Section 3 and labor requirements, including Davis-Bacon, to support capacity building for compliant HUD programs.
Develop and deliver training sessions, conference presentations, workshops, and webinars.
Facilitate technical assistance engagements, either in-person or virtually through web-based software.
Focus on best practice and innovative strategies related to HUD programs.
Contribute to the design of tools, drafting of reports, and development of policy guidance.
