About The Position

The Community Care Services Manager – WA Cares leads Lifelong’s implementation of Washington State’s WA Cares Fund initiatives, ensuring that eligible individuals receive timely, accurate, and effective support in accessing long-term services and supports (LTSS). This role oversees program operations, staff supervision, and community-based service delivery that aligns with WA Cares requirements and Lifelong’s mission. The Manager guides staff serving diverse communities and ensures high-quality assistance for older adults, adults with disabilities, and caregivers. Key responsibilities include strategic program design, oversight of WA Cares–related processes, contract and budget management, quality assurance, workforce development, and maintaining strong relationships with state agencies and community partners. While the role supports oversight of care coordination functions, its primary focus is WA Cares program leadership and ensuring consistent, compliant, and client-centered services. This is a regular, full-time, exempt, non-union position.

Requirements

  • Bachelor’s Degree in Social Work, behavioral or health sciences, or a related field (or combination of related education and work experience).
  • Program design experience, including developing, launching, or improving service delivery models.
  • 3–5 years of experience in social services, particularly with older adults or individuals with disabilities.
  • Supervisory experience overseeing direct service or human services staff.
  • Knowledge of aging and disability systems, LTSS, and community resource networks.
  • Strong communication, leadership, and organizational skills.
  • Ability to work effectively in multicultural, fast-paced environments.
  • Reliable transportation for travel between program sites.
  • Must pass Lifelong background check and any program-specific requirements.
  • Washington State bi-annual background re-check.
  • TB test within 30 days of hire (and annually if required).

  • Expert understanding of WA Cares Fund objectives, eligibility criteria, benefit structure, and statewide implementation requirements.
  • Ability to translate WA Cares regulations into operational workflows that support accurate screenings, referrals, and service delivery.
  • Experience collaborating with state agencies (such as DSHS, ALTSA, or HCA) involved in long-term services and supports.
  • Skill in interpreting and applying policy guidance to ensure program compliance and readiness for audits or monitoring visits.
  • Knowledge of WA Cares–related long-term care provider networks, including home care, durable medical equipment, respite, and other LTSS benefit categories.
  • Capacity to communicate WA Cares benefits clearly to staff, partners, and the public, including addressing misconceptions and questions.
  • Ability to analyze WA Cares performance data and use findings to drive improvement in client access, utilization, and equity.

Responsibilities

  • Lead the design, implementation, and continuous improvement of WA Cares–aligned services.
  • Ensure all program activities comply with WA Cares Fund regulations, reporting expectations, and statewide implementation guidance.
  • Serve as the organizational point of contact for WA Cares partners, state agencies, and stakeholders.
  • Monitor WA Cares-related trends, policies, and updates, applying them to program adjustments as needed.
  • Develop and enhance community-based programming supporting WA Cares beneficiaries, older adults, adults with disabilities, and caregivers.
  • Integrate best practices for long-term care support, access, and equity.
  • Regularly assess program performance, incorporating client and community feedback to improve service delivery.
  • Establish and maintain monitoring and evaluation tools to measure outcomes and client satisfaction.
  • Cultivate partnerships with long-term care facilities, healthcare providers, and community-based organizations.
  • Provide supervision and guidance to staff conducting intake, assessments, service planning, and resource navigation associated with WA Cares and other LTSS programs.
  • Ensure clients receive accurate information and seamless access to WA Cares benefits and community resources.
  • Facilitate multidisciplinary collaboration to support integrated, client-centered care.
  • Oversee WA Cares contract compliance, reporting, and documentation requirements.
  • Manage program budgets and expenditures, coordinating with Finance to ensure accurate allocation of WA Cares resources.
  • Ensure all activities follow agency, state, federal, and Medicaid guidelines.
  • Regularly review case documentation for accuracy, completeness, and adherence to WA Cares standards.
  • Support grant writing, fundraising, and continuous quality improvement efforts.
  • Recruit, train, supervise, and evaluate program and care coordination staff.
  • Provide coaching, mentorship, and professional development opportunities.
  • Support staff in addressing complex client cases involving long-term care, behavioral health, or APS considerations.
  • Maintain strong collaborative relationships with WA Cares funders, state agencies, and community partners.
  • Represent Lifelong at meetings, site visits, and professional networks related to WA Cares and long-term supports.
  • Maintain accurate, up-to-date resource information for referrals and navigation.
  • Participate in agency leadership teams or working groups as assigned.
  • Perform other duties as assigned.
