About The Position

This position will be responsible for the technical project management of multiple Naval acoustic and radio frequency (RF) efforts in the Advanced Technology Laboratory (ATL). The role involves coordinating with the engineering team to develop, document, and execute detailed technical execution plans, maintaining schedules for critical development and testing events, and reporting progress. The Technical Project Manager will also serve as the technical systems lead, evaluating engineering development plans and reviewing designs against technical requirements. Responsibilities include overseeing project execution (fabrication, integration, testing), preparing and presenting reports on test details and results, and assisting Program Managers with staffing by identifying personnel needs, interviewing, and hiring engineers. The role requires a dynamic skill set, willingness to work with new technologies, strong organizational skills, the ability to plan and coordinate multiple tasks, accept feedback, and manage time effectively. Attention to detail, effective problem-solving, sound engineering judgment, and excellent communication skills are essential. The ability to work independently, handle sensitive information, maintain a professional demeanor, work without daily supervision, and communicate effectively with all client groups is also required. The position demands the ability to work under pressure, accept supervision, and maintain regular and punctual attendance. This is a US Citizen position, and the selected applicant will be subject to a government security investigation and must meet eligibility requirements for access to classified information.

Requirements

  • Bachelor’s degree in electrical engineering, computer engineering, mechanical engineering, software engineering, engineering management, or similar technical field.
  • Experience with RF communications systems, communications networks.
  • Five years of project management experience.
  • Demonstrated experience developing and leading technical projects.
  • Three years of demonstrated experience in managing engineering teams.
  • Experience planning, developing and executing technical project plans across a multidisciplinary team of engineers, scientists and technical staff.
  • Demonstrated ability to document, maintain and present technical information to internal and external stakeholders.
  • Applicant must have a dynamic skill set, willing to work with new technologies, be highly organized, capable of planning and coordinating multiple tasks, be willing to accept and incorporate feedback, and managing their time.
  • This position will require attention to detail, effective problem solving, sound engineering judgment, and excellent communication skills.
  • Demonstrated ability to work independently and with sensitive and confidential information, maintain a professional demeanor, work as a team member without daily supervision, and effectively communicate with all groups of clients.

Responsibilities

  • Coordinate with Advanced Tactical Systems Division (ATSD) engineering team to develop, document and execute detailed technical execution plans.
  • Maintain schedule of critical development and testing events.
  • Measure and status progress towards meeting critical development events to the supervisory chain.
  • Serve as the technical systems lead, evaluating engineering development plans and reviewing design against technical requirements.
  • Oversee ATSD project execution, including fabrication, integration, at-sea testing, and support of undersea sensing and communications technologies.
  • Prepare & present written reports, PowerPoint slides and other graphical media of test event details and results to internal and external project stakeholders.
  • Assist ATSD Program Managers with staffing by identifying personnel resource needs, identifying candidates, interviewing, and hiring full-time engineering staff members.
  • Other related functions as assigned.
