About The Position

JLL is seeking a dynamic individual for the role of Project Manager, Commissioning to lead commissioning projects and provide comprehensive technical engineering support to our Commissioning & Building Analytics (CBA) team. This position combines strategic project management with hands-on technical engineering expertise, requiring the successful candidate to manage complex commissioning initiatives while actively participating in field-based commissioning activities. The ideal candidate will demonstrate strong leadership capabilities, technical proficiency, possess excellent organizational and communication skills, and have proven project management and engineering experience working with diverse internal and external stakeholders at all levels of the organization.

Requirements

  • Bachelor's degree in Engineering (Mechanical, Electrical, or related discipline preferred), Construction Management, or a relevant technical field.
  • Minimum 5-7 years of proven experience in commissioning project management and engineering within the construction or engineering industry.
  • Minimum 2 years of relevant mechanical or electrical engineering and/or field-testing experience.
  • Demonstrated success managing multiple complex commissioning projects simultaneously.
  • Expert knowledge of commissioning processes, procedures, and industry best practices per ASHRAE, CSA, and LEED standards.
  • Strong understanding of HVAC systems, electrical systems, plumbing, building automation systems, and other building systems.
  • Experience in the use of mechanical and electrical testing meters and equipment with ability to analyze and report on test results.
  • Proven leadership and team management capabilities with experience directing cross-functional teams.
  • Excellent project management skills including scheduling, budgeting, resource allocation, and risk management.
  • Strong data management skills and demonstrated ability to coordinate and organize multiple project schedules.
  • Excellent written and verbal communication skills, with the ability to present complex technical information clearly to diverse audiences.
  • Proficiency in MS Office products and project management software, documentation tools such as Adobe Acrobat, Bluebeam, Smartsheet, and commissioning software platforms.
  • Willingness to travel up to 50% to client sites across the USA.
  • Candidates must be authorized to work in the United States without sponsorship.

Nice To Haves

  • Advanced degree or relevant certifications preferred.
  • Professional Engineer (PE) or Project Management Professional (PMP) designation highly preferred.
  • Any combination of the following certifications considered a strong asset: Certified Energy Manager (CEM), Certified Building Commissioning Professional (CBCP), Certified Power Quality Professional (CPMP), Building Commissioning Professional ( BCxP ), or Certified Commissioning Authority ( CxA ).
  • LEED Accredited Professional (LEED AP) certification preferred.
  • Experience with various commissioning software platforms (e.g., Cx Alloy, Facitlity Grid, CXNOW, BuildingOS ) to effectively manage and implement commissioning processes.
  • Ability to use advanced electrical testing meters and equipment including Power Quality Meters (PQM), thermography, NETA tests, ground tests, hi-pot, megger , etc.
  • Strong business acumen with experience in contract negotiation and client relationship management.
  • Willingness and ability to travel internationally when needed.

Responsibilities

  • Lead commissioning projects from initiation through closeout, ensuring delivery on time, within budget, and to quality standards.
  • Develop comprehensive project plans, commissioning activity schedules, sequence-of-work, budgets, and resource allocation strategies.
  • Manage project scope, identify risks, and implement mitigation strategies to ensure successful project outcomes.
  • Coordinate and lead cross-functional teams including engineers, technicians, contractors, consultants, and client stakeholders throughout the commissioning process.
  • Monitor project progress, track milestones, and provide regular status reports to senior management and clients.
  • Facilitate and chair commissioning meetings, maintain meeting minutes, and ensure action items are tracked and completed.
  • Manage client relationships and serve as primary point of contact for commissioning project communications.
  • Oversee budget tracking, change orders, and financial reporting for assigned projects.
  • Manage multiple projects and assignments concurrently while meeting demanding workload requirements.
  • Execute all facets of commissioning-related projects by providing exceptional technical and field activities throughout the design, pre-construction, construction, and post-construction phases.
  • Develop and approve comprehensive commissioning plans and commissioning specifications that align with project objectives.
  • Perform commissioning design drawing and specification reviews, as well as submittal (shop drawing) reviews.
  • Review and approve project plans, technical drawings, specifications, and commissioning documentation to ensure alignment with project objectives and technical standards.
  • Provide strong technical guidance and mentorship to junior team members, project coordinators, and field staff.
  • Apply strong troubleshooting and root-cause analysis skills to resolve complex technical issues.
  • Conduct comprehensive field-based commissioning activities, including regular site visits and on-site technical assessments.
  • Develop and approve start-up and test forms for all commissioned systems and equipment.
  • Manage, direct, and witness the execution of Functional Test scripts and Integrated Systems Test scripts.
  • Utilize calibrated testing equipment used in the commissioning process (flow hoods, anemometers, pitot tubes, IR cameras, Power Quality Meters, various meters, etc.).
  • Apply knowledge and experience in testing mechanical and HVAC&R systems, building management and automation systems, plumbing equipment and systems, lighting controls systems, and normal/emergency power systems.
  • Use mechanical and electrical testing meters and equipment to analyze and report on test results including portable data loggers, air flow meters, TAB reports, Power Quality Meters (PQM), thermography, and other diagnostic tools.
  • Develop, track, and resolve technical issues using an Issues Log with appropriate escalation and resolution protocols.
  • Develop and execute seasonal/performance tests to verify system performance under various operating conditions.
  • Establish and maintain document control systems to manage project documents, including drawings, specifications, test reports, and procedures.
  • Support and execute, front to back, all project documentation requirements and field activity components.
  • Oversee the development and implementation of commissioning plans, test procedures, checklists, operating manuals, and technical reports.
  • Compile project documentation into site/project-specific Systems Manuals.
  • Ensure all commissioning activities and documentation comply with project requirements, industry standards, and regulatory guidelines.
  • Lead quality assurance and quality control efforts to maintain documentation accuracy, completeness, and compliance.
  • Coordinate document submissions, reviews, and approvals according to project schedules and requirements.
  • Conduct project reviews and capture lessons learned to continuously improve commissioning processes and procedures.
  • Develop, review, and evaluate training programs for installed equipment and systems.
  • Lead training sessions to educate project teams, contractors, and end-users on commissioning processes and operational procedures.
  • Communicate effectively with project stakeholders to address questions, concerns, and changes related to commissioning activities.
  • Liaise with team members, outside consultants, and contractors to lead cross-functional teams on various projects.
  • Work effectively both individually and in team environments.
