About The Position

Reliable Controls Corporation is seeking a Commissioning Manager in Salt Lake City, Utah. The Commissioning Manager leads a team of professional, technical and administrative personnel to successfully complete a commissioning project, including inspections, verification, and records upkeep. The Commissioning Manager provides management and guidance to contractors during construction testing, pre-commissioning and commissioning phases, and supports commercial ramp-up and financial models under direction of the Project Manager. The Commissioning Manager is responsible for overall planning and execution and coordination of the project’s completion procedure as defined in the Scope of Work. Ensures that completion activities are efficiently executed at project sites and verifies that documentation is completed.

Requirements

  • Bachelor's degree in Mining and Metallurgical Engineering, Industrial Automation, Engineering, or a related field. A foreign equivalent is acceptable.
  • 60 months of experience working as a Commissioning Manager or a related occupation [including, without limitation, Mine and Technical Services Manager, Operations Manager (mining), General Manager (mining), Mining Operations Manager, and Technical Services Manager (mining)].
  • Must possess a valid driver’s license (or be eligible to obtain one within 30 days of hire);
  • Must have an acceptable driving record;
  • Demonstrably excellent working knowledge of: (a) Mining industry, including start-up and ramp-up procedures, systems and standards; (b) Technical know-how in electrical, mechanical and instrumentation as it relates to industrial processes & plants; and (c) Engineering principles, practices and procedures;
  • Demonstrably excellent ability to: (a) Read and understand engineering documents and drawings, including electrical schematics and P&ID’s; (b) Analyze and solve complex problems; (c) Express independent opinion, be resilient to change and recognize impact of decisions on others;
  • Demonstrable excellent skills in: (a) Leadership, including advanced communication, both written and oral, logical problem solving and analytical skills; (b) Organizational and prioritization; and (c) Planning and project management;
  • Demonstrated commitment to safety and aware of NEC (National Electrical Code), NFPA (National Fire Protection Association), API (American Petroleum Institute), and ASME (American Society of Mechanical Engineers).

Nice To Haves

  • This role requires extensive travel—up to 80%—to remote domestic and international locations for on-site project assignments.
  • When assigned to an on-site project, you must commit to a rotational work schedule for the duration of the project. Rotation schedules may include: 3 weeks on site / 1 week off; 4 weeks on site / 1–2 weeks off; 4 weeks on site / 2 weeks off; and 8 weeks on site / 2 weeks off.

Responsibilities

  • Develop a completion plan including manpower, planning, budget, and schedule. Develop project organization chart, define roles and responsibilities while ensuring working procedures are available and understood. Develop and deploy Commissioning Execution Plan [20%];
  • Ensure that the Completion procedure is developed during detail engineering and that commissioning packages are defined, broken down into Mechanical Completion Packages, and tied up with Inspection and Test Records [20%];
  • Assist Engineers (in the engineering phase) in developing and reviewing the Inspection and Test Plan (ITP) identifying criticality assessment, inspection intervals, FAT, etc. Recommend inspection and test requirements to include in the PO scope. Provide input concerning commissioning vendor support to include in PO and recommend quantities for commissioning and operational spares [20%];
  • Manage/coordinate the completions scope execution phase including handover to the operator. Manage teams of 40-100 people during peak project execution. Ensure commissioning roles and responsibilities are defined and understood and reflected in the Completion Plan and budget. Ensure population of the Commissioning Database, and that project team members, including site personnel, have received the required training [15%];
  • Provide input to: (a) the project schedule for the completion Scope of Work in all phases of the project (in the engineering phase); (b) proposals, tenders and submissions, including budgets and organization structure; (c) Level 3 schedule and process selection during Feasibility; and (e) LOTO procedure for Pre-Op and Commissioning activities. Review with the Project Planner schedule in all areas for validity [10%];
  • Review fabrication schedule for proper implementation of Completion activities of each scope. Develop and maintain project plans and schedules [5%];
  • Provide oversight for field inspections. Test facility to nameplate capacity and contractual performance targets [5%];
  • Review deficiencies and provide recommendations. Monitor completion costs against budget and report deviations [3%];
  • Perform other related duties and responsibilities as assigned [2%].
