About The Position

The Commercial Review Appraiser independently engages qualified appraisers and evaluators, establishes the appropriate valuation product and scope of work, and reviews commercial and residential appraisals and evaluations for compliance, credibility, and supportability. The role exercises independent judgment and discretion in determining the acceptability of real estate valuations for credit decisions, prepares clear and well-supported review memoranda that communicate valuation conclusions and identified risks, and escalates matters when appropriate and in accordance with policy/procedures. The position supports the integrity and independence of the Bank's real estate valuation program, contributes to vendor management activities, and assists with policy and procedure development, reporting, market analysis, valuation validations, and special projects.

Requirements

• Bachelor's Degree
• 5 - 6 years Preparing appraisals and/or reviewing appraisals
• 2 - 3 years Working within a bank appraisal department
• Ability to establish effective working relationships among team members and participate in solving problems and making decisions
• Ability to present and express ideas and information clearly and concisely in a manner appropriate to the audience, whether oral or written
• Ability to actively listen to what others are saying to achieve understanding, sharing information with others and facilitating the open exchange of ideas and information
• Ability to establish courses of action for self to accomplish specific goals, develop and use tracking systems for monitoring own work progress, and effectively use resources such as time and information
• Ability to make right decisions based on perceptive and analytical processes, practicing good judgment in gray areas
• Candidate must be well versed in real estate valuation methods, USPAP, FIRREA Title XI, and the Interagency Appraisal & Evaluation Guidelines.
• Certified General or Residential Appraiser with a current license within PA, NY, OH and/or IN

Responsibilities

• Determine the appropriate valuation product and scope of work based on the collateral, transaction risk, and policy/regulatory requirements.
• Engage qualified appraisers or evaluators and exercise independent judgement in vendor selection, assignment complexity, scope expectations, and deliverable acceptability. Monitor active job pipeline to ensure SLAs are satisfied and communicate delays when appropriate.
• Independently review commercial and/or residential appraisals, in accordance with policy, for credibility, compliance, supportability, and adequacy for credit decisions.
• Maintain appraisal independence and adhere to USPAP, FIRREA Title XI, Interagency Appraisal and Evaluation Guidelines, and Northwest policies and procedures.
• Validate existing valuation valuations and provide acceptance sign-offs for third-party appraisal reviews when appropriate.
• Analyze market data, valuation trends, collateral risk, and report findings for Lending, Credit and Management use.
• Contribute to vendor management, approved appraiser/evaluator monitoring, service quality, and appraiser list governance.
• Act in a consultative capacity, working with credit and other internal partners to assess risk and stay abreast to market conditions.
• Identify, communicate, and independently resolve valuation, scope, compliance, or process issues; escalate material exceptions as appropriate.
• Contribute to appraisal/evaluation policy, procedures, workflow management, reporting, and market analysis enhancements.
• Provide support to Collateral Services Specialists.
• Complete special projects and provide valuation support for portfolio, REO, acquisition-related, and other department initiatives as assigned.
• Maintain strong knowledge of current regulations, standards and practices associated with real property valuation.
• Administer collateral workflow platform.
• Ensure compliance with Northwest’s policies and procedures, and Federal/State regulations
• Navigate Microsoft Office Software, computer applications, and software specific to the department in order to maximize technology tools and gain efficiency
