About The Position

Under general supervision, appraises commercial real property to determine value for ad valorem tax purposes in accordance with Oklahoma statutes, Oklahoma Tax Commission (OTC) rules, International Association of Assessing Officer (IAAO) standards, and Assessor office policies. This job description may be updated at any time to accommodate evolving requirements and responsibilities of the Assessor’s Office. All Job Descriptions are approved as final by the HR Director for the Tulsa County Assessor as of the listed revision date above. All Assessor Employees are expected to: Work independently, and in a team with tact, support, and cooperation for customers, co-workers, and supervisors. Be capable of effectively using Microsoft suite of office software. Perform other duties as assigned, assist in all functions of the office, and train co-workers. And be aware that work may be occasionally required outside normal business hours, and time off may be discouraged during certain customer-support periods. As this is a public office, and due to conflict of interest concerns, all employees of the Tulsa County Assessor’s Office must place any real estate license in an INACTIVE status while employed here, or as soon as any current transactions are completed.

Requirements

  • Interact with all customers and co-workers in a supportive and professional manner.
  • Proficiency in Microsoft Office products, such as Excel and Outlook.
  • Upon hire, achieve mastery of the three approaches to value in appraising real property (cost, sales comparison, and direct income).
  • Attain knowledge of State law affecting real property appraisal, principles, and practices in real property appraising, departmental policies and procedures, and of appeals process.
  • Attain ability to present and defend values before Board of Equalization.
  • Able to initiate, schedule, coordinate, complete and document work.
  • Must be able to safely operate a motor vehicle in all conditions.
  • Ability to work with fundamentals of plane and solid geometry and apply fractions, percentages, ratios, and proportions to practical situations.
  • Apply basic statistical measures (mean, median, mode, standard deviation, etc.) and draw appropriate conclusions from data sets.
  • Ability to read, analyze, and interpret general business media, professional journals, technical procedures, and governmental regulations.
  • Ability to engage taxpayers at their location, present credentials, and explain purpose of visit and gain cooperation.
  • Ability to effectively present information and respond to questions from groups, supervisors, coworkers, and taxpayers with linear, coherent descriptions of findings and results.
  • Ability to write effective business correspondence and procedures with proper grammar.
  • Ability to apply critical thinking to complicated appraisal scenarios to produce accurate assessments.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or scheduled form.
  • Must be able to perform physical inspections and measure properties.
  • Employee is regularly required to use arms, hands, and fingers to handle, feel, or reach.
  • Required to speak and listen, stand and walk.
  • The employee is occasionally required to sit, climb, balance, stoop, or kneel.
  • The employee must occasionally lift and/or move up to 25 pounds.
  • Specific vision abilities required include close, distance, peripheral, depth perception, and the ability to adjust focus.
  • Maintain a valid Oklahoma Driver’s License
  • Must provide own transportation and maintain liability insurance, work-related mileage is reimbursed.
  • Upon hire, attain Certificate of Advanced Accreditation as provided in Title 68 O.S. §2816

Responsibilities

  • Identify, locate, physically inspect, appraise, and document real property.
  • Maintain awareness of current economic conditions affecting real property value.
  • Enter parcel and property data in appraisal applications, analyze data against standards.
  • Maintain files to defend and support rendered values.
  • Conduct informal and formal hearings on contested values.
  • Assist with cross-training and all functions of the office.
  • Perform other duties as assigned.
