About The Position

Performs field and office duties with minimum supervision in connection with the appraisal of commercial and industrial real property; is a Deputy Assessor; and performs related work as required. The position is located in the Ada County Assessor's Office. Work includes appraisal of small commercial real property through large, complex and difficult commercial and industrial property. The complexity of a typical commercial real property appraisal requires considerable in-depth research for market data on sales, incomes (rents), operating expenses, capitalization rates (CAP) (rate of return on investment). This information is difficult to obtain from property owners, agents, property managers, fee appraisers and Real Estate Agent/Brokers, due to the degree of confidentiality placed on this information in the market place. Market data is obtained from numerous sources. The nature of commercial-industrial appraisal requires a greater degree of complexity in defending assessed values to property owners, their agents, property managers, fee appraisers, tax consultants, real estate agent/brokers, Board of Equalization, and State Board of Tax Appeals and District Court.

Requirements

  • Must have experience in the real estate appraisal field and completion of a standard high school course
  • Must be or become a Certified Tax Assessment Evaluator by the Idaho Tax Commission within one year of hire
  • Knowledge of building construction practices
  • Knowledge of building and land values
  • Knowledge of the functions of the Assessor's Office
  • Knowledge of a wide range of concepts, principles and practices of commercial-industrial real property appraisal supplemented by skill gained in applying this knowledge to a variety of complex and difficult work assignments
  • Knowledge of applicable Federal, State and local laws, ordinances, codes and procedures related to the appraisal process
  • Knowledge of the effects of social, economic and political trends on property values
  • Knowledge of the practical application of appropriate aspects of realty, architecture, construction, agriculture, etc., as they relate to the appraisal process
  • Ability to read and understand building construction plans and specifications, photographs and blueprints
  • Ability to plan a logical approach to an appraisal problem
  • Ability to exercise ingenuity, resourcefulness and judgment in collecting sales, cost, income and other social and economic data affecting property value
  • Ability to exercise tact and discretion in obtaining the cooperation of others
  • Ability to prepare supporting data in a clear and concise manner
  • Ability to determine the most effective method of communication, either verbal or written
  • Ability to give direction to junior level appraisers, review their work and evaluate performance
  • The Appraisers furnish their own transportation throughout the county
  • Must have and maintain a valid Idaho driver’s license and pass a driving record check
  • Must adhere to a professional code of ethics as a sworn Deputy Assessor

Nice To Haves

  • College or International Association of Assessing Officers (IAAO) courses in real property appraisal and/or graduation from a college or university of recognized standing in related courses to real estate or appraisal preferred

Responsibilities

  • Performs research on and inspects property to gather data required for appraisals, such as zoning, size, use, location, quality of construction, depreciation, cost, income and market data
  • Keeps informed on market trends, cost and other factors affecting value of real property
  • Interviews taxpayers to explain basis for current assessments
  • Analyzes leases, sales contracts and agreements to see how terms, rents, interest rates and CAP rates effect market value
  • Develops a data bank of market sales of each type of buildings, long and short term lease and rental rates, operating expenses to develop allowable expense rates, CAP rates, and do this on each type of property as each are different enough to require separate studies
  • Reviews areas being assessed and checks complaints of taxpayers
  • Performs data entry of commercial characteristics on applicable form, building both model and permanent file record
  • Interprets departmental procedure as set forth by the Assessor
  • May be called on to assist on difficult and complex cases involving residential real property
  • Collects and verifies the accuracy of assessment data and assures the correct data is in the official file for each property
  • Uses PC and mainframe computer systems to build and compile market data banks
  • Maintains records, makes reports and performs a variety of technical tasks related to the above responsibilities.
