About The Position

Command Records Manager Position Summary Paragon Technology Group is seeking an experienced Command Records Manager to support the Joint Enabling Capabilities Command (JECC). The Command Records Manager will lead and administer records management activities for JECC Headquarters (HQ) and the Joint Planning Support Element (JPSE), while providing oversight of the Joint Communications Support Element (JCSE) Records Management Program. The successful candidate will provide records management guidance, training, compliance oversight, and direct support to Command Staff and designated records personnel. The position is responsible for helping ensure Federal records are properly identified, captured, maintained, reviewed, and managed throughout their lifecycle and that records management practices are consistently implemented across supported JECC organizations.

Requirements

Bachelor's degree in Information Management, Business Administration, Information Systems, or a related discipline and 5+ years of relevant
Active DoD security clearance required
Demonstrated professional experience administering a Federal Government or DoD records management program.
Working knowledge of Federal records management principles, records lifecycle management, file plans, disposition requirements, records accountability, and electronic records management.
Experience developing and delivering records management guidance and training to organizational records personnel.
Experience conducting records program reviews, inspections, assessments, or Staff Assistance Visits.
Ability to advise organizational leadership, Directorate Records Officers, File Custodians, and other stakeholders regarding records management requirements.
Experience identifying, capturing, organizing, maintaining, and dispositioning electronic and physical records.
Knowledge of electronic messaging and mobile-device records retention considerations.
Experience reviewing electronic repositories, portals, or collaborative environments for appropriate records management and information organization.
Proficiency with Microsoft Office applications, particularly Excel, PowerPoint, and Visio.
Strong written and verbal communication skills and the ability to communicate records requirements to both technical and non-technical personnel.
Ability to work independently and provide direct support to senior Government and Command Staff.

Nice To Haves

Previous experience serving as a Command Records Manager, Records Manager, Records Officer, or similar position within DoD.
Experience supporting a Combatant Command, Joint Command, military Service, or other DoD organization.
Familiarity with DoD and Service-level records management policies and Federal Records Act requirements.
Experience with SharePoint, Microsoft 365, or similar Government collaboration and document-management environments.
Experience developing records management SOPs, business rules, training materials, metrics, and compliance documentation.
Experience conducting Staff Assistance Visits or comparable records-management compliance assessments.
Familiarity with Knowledge Management and Content Management functions in a DoD environment.
National Archives and Records Administration (NARA) Federal records management training or equivalent
DoD or military Service records management training
Certified Records Manager (CRM), Information Governance Professional (IGP), or comparable professional credential

Responsibilities

Serve as the Command Records Manager for JECC HQ and JPSE and provide oversight of the JCSE Records Management Program.
Ensure JPSE and JCSE Command Records Management personnel are appropriately trained to perform assigned records management responsibilities.
Provide guidance and training necessary to establish and maintain offices of record and ensure organizational records are properly accountable.
Develop and deliver records management training to appointed Directorate Records Officers (DROs) and File Custodians (FCs) supporting JECC HQ and JPSE.
Conduct Staff Assistance Visits (SAVs) with appointed DROs for JECC HQ and JPSE and coordinate SAV activities with the JCSE Command Records Manager.
Ensure official text messages generated or received on Government mobile devices are properly captured and managed as records when applicable.
Conduct records reviews with personnel prior to their departure to ensure official records remain under Government control.
Continually review portals and other designated collaborative environments to identify redundant information and recommend or implement appropriate actions to reduce information duplication, size, and complexity.
Provide direct records management support to the JECC Command Staff as required.
Create and adapt user interfaces and business-process workflows using approved Microsoft Office products, including PowerPoint, Visio, and Excel, within the operational information domain.
Coordinate with knowledge management, content management, collaboration, and other stakeholders to promote consistent information and records management practices across the command.
Work closely with personnel responsible for content management and Federal records lifecycle activities.
