About The Position

The Combined Air Operations Center (CAOC) LNO shall serve as the primary POC for the Government Aviation programs in coordination with Colombia’s intelligence requirements. The CAOC LNO shall manage the coordination of ISR flight operations and serve as the interlocutor between the subcontractor and Government personnel commanding the CAOC. The CAOC LNO shall utilize knowledge of the operations and employment of contracted ISR aircraft to assist the CAOC in optimizing the day-to-day sorties of contracted ISR systems. The CAOC LNO shall be onsite at the 12th Airforce CAOC at Davis-Monthan AFB, AZ.

Requirements

  • High school diploma, or GED.
  • Minimum 3 years of relevant experience in Aviation and ISR
  • Experience/familiarity with Joint Airborne Intelligence, Surveillance, and Reconnaissance (ISR) Tactics, Techniques, and Procedures (TTPs)
  • Solid knowledge of IMINT and SIGINT Capabilities and TTPs used by modern manned ISR assets.
  • Experience planning and managing mission schedules.
  • Falcon view and Microsoft Office Suite.
  • Experience conducting duties as a Liaison Officer (LNO) coordinating Aviation and ISR between aircrew, Operational Commands, Tactical Commands, customers and their staffs.
  • Knowledge and understanding of Special Instructions and appendices, Airspace Control Order, Air Tasking Order.
  • Intelligence Community background to include imagery analysis, collections management and/or all source analysis.
  • Experience working with Combined Air Operations Centers (CAOC) to include infrastructure, ATO Cycle Planning and Execution.
  • Experience with COMSEC handling procedures to include radio keymat loading and cryptologic storage device use.
  • Must be a U.S. citizen.
  • Must possess a current security clearance at the TS/SCI level.
  • Subject must be able to obtain or maintain government eligibility requirements.
  • Meet DoD Combatant Command entry requirements.
  • Must have a valid US passport with no less than six-month remaining.
  • Must be willing and able to deploy OCONUS.
  • Must be willing and able to work irregular hours.
  • Must be willing and able to work in a predominately military environment.
  • A minimum of ten years of experience with Joint Airborne ISR TTPs and experience.
  • A minimum of seven years of experience in the use of IMINT and SIGINT capabilities and TTPs used by modern manned ISR assets.
  • A minimum of five years of experience working with CAOCs including infrastructure and Air Task Order (ATO) Cycle Planning and Execution.

Nice To Haves

  • Bachelor’s degree or equivalent military experience.
  • Multiple tours or assignments flying or supporting airborne ISR missions.
  • LNO experience with the USSOUTHCOM Combined Air Operations Center (CAOC).
  • Experience route planning and Aircraft and Personnel Automated Clearance System (APACS) Falcon View Mission Planning.
  • Solid understanding of HF/VHF/UHF Signal use and prosecution in the SOUTHCOM AOR.
  • Experience working in Embassy Intelligence Fusion Center Bogota Colombia.
  • Solid understanding of the Geo-Political atmosphere throughout the SOUTHCOM AOR.
  • Knowledge of Counter Narcotics, Narco-Terrorist TTPs.
  • Qualified Aircrew Experience.

Responsibilities

  • Coordinate activities and communications among USSOUTHCOM aviation programs, must showcase strong organizational skills.
  • Prepare and deliver verbal communications, such as press conferences, interviews, phone calls and face-to-face meetings, and written communications, including press releases, reports, and social media updates, to colleagues, collaborators, the public and other stakeholders.
  • Serve as a mediator, a negotiator with others, develop and foster relationships, shall get people to understand others' points of view, and understand their parent business and how it impacts its stakeholders.
  • Develop briefings, documents, papers, and conceptual and analytical reports for Government stakeholders and USSOUTHCOM aviation programs.
  • Maintain and comply with security procedures in the performance of duties.
  • Provide direction, training, and assistance to other project staff as a senior expert in a particular field of endeavor.
  • Act as contact point for all agency or organizational personnel.
  • Keep lists of the agencies or personnel representing the person, agency or organization.
  • Facilitate meetings and cooperation among people, agencies and organizations.
  • Identify problems in communications among these groups.
  • Collaborate and communicate with necessary constituents and the public.
  • Conduct post-mortems when an incident is wrapped up.
