About the Tulsa Higher Education Consortium
Tulsa is home to the only higher education consortium of its kind in the state of Oklahoma. The Tulsa Higher Education Consortium (THE Consortium) is an organization of multi-institutional, cross-sector partnerships that meaningfully improve students’ journeys toward degree completion, professional independence, and economic mobility. Its members include nine Tulsa-area colleges and universities (College of the Muscogee Nation, Langston University, Northeastern State University, OSU-Tulsa, OU-Tulsa, Rogers State University, Southern Nazarene University-Tulsa, Tulsa Community College, and the University of Tulsa) and seven affiliate partners (Tulsa Community Foundation, Charles and Lynn Schusterman Family Philanthropies, the City of Tulsa, the Tulsa Regional Chamber, ImpactTulsa, The Broken Arrow Chamber of Commerce, and the Oklahoma State Regents for Higher Education).
The Tulsa Higher Education Consortium’s mission is to advance student learning, improve student success, achieve equity in outcomes, and meet workforce needs by working collaboratively to increase higher education opportunities in the region. Job Summary
The College Access and Housing Navigator supports youth and young adults by providing both housing navigation and college access services. This hybrid role dedicates approximately 50% of time to the Youth Housing Program and 50% to College Access Navigation.
The Navigator provides individualized case management, connects students to campus and community resources, and guides students and families through FAFSA and Oklahoma’s Promise application processes. The position serves as a bridge between higher education institutions, housing systems, and community providers to help students achieve both educational access and housing stability on the path toward self-sufficiency.

Requirements

• Associate’s or Bachelor’s degree from an accredited institution or equivalent relevant experience.
• Relevant work experience in nonprofit, education, housing, or community development.
• Proficiency in record keeping, reporting, and data entry.
• Strong project management, organizational, and communication skills.
• Ability to explain complex information in an accessible and engaging manner.
• Comfortable with public speaking and group facilitation.
• Ability to work independently with minimal supervision.
• Must maintain a valid driver’s license and auto insurance.

Nice To Haves

• Experience with FAFSA, Oklahoma’s Promise, or college access programming.
• Experience with HMIS, HUD programs, and/or Tulsa Housing Solutions.
• Leasing, property management, or housing-related experience.
• Experience in higher education or K–12 settings.
• Bilingual proficiency.
• Demonstrated ability to build and maintain diverse community relationships.
• Experience working with individuals with disabilities, mental health needs, or chemical dependency.

Responsibilities

• Support student intake assessments for housing programs
• Collect necessary data through vulnerability assessments, case histories, interviews, and observation.
• Provide individualized case management services that build on client strengths and meet ongoing needs using a housing-first philosophy.
• Connect students to appropriate campus and community resources.
• Connect Youth Housing program participants with post-secondary resources and opportunities
• Support housing stabilization to help clients maintain housing once secured.
• Increase linkages between postsecondary education systems and community housing services.
• Enter and maintain accurate, timely records in HMIS and Consortium systems.
• Maintain detailed case notes, assessments, and reports.
• Use collected data to inform program decisions and improve services.
• Participate in data quality reviews and respond to feedback promptly.
• Guide students and families through FAFSA and Oklahoma’s Promise application processes.
• Provide one-on-one and group assistance during scheduled sessions at schools and community events.
• Provide follow-up resources and support to ensure families can complete applications successfully.
• Develop and deliver educational workshops on financial aid, college access, and application processes.
• Tailor workshops to meet the needs of diverse audiences, including students, parents, and guardians.
• Distribute informational materials, checklists, and guides to students and families.
• Work closely with Program Coordinators to schedule and plan school visits and community events.
• Collaborate with school counselors, administrators, and community partners to identify students in need of assistance.
• Participate in training sessions and meetings to stay informed about program updates and best practices.
• Model THE Consortium’s mission and values through professional communication and customer service.
• Perform administrative functions required to deliver high-quality, confidential program services.
• Educate peers and partners through presentations and participation in Communities of Practice.
