About The Position

The Madison Metropolitan Sewerage District is currently recruiting for a Collection System Engineer Level I or II (Dependent on candidates' qualifications). Collection System Engineer I: Under close supervision of the Collection System Manager, the Collection System Engineer is a key member of the team responsible for collection system maintenance project coordination and engineering, along with other operational and maintenance related duties, specifically within the collection system. In general, this person provides support to the collection systems manager and maintenance staff to safely, reliably and efficiently complete infrastructure projects, and operate and maintain the district’s collection system. This position will work to identify and address infrastructure and equipment related problems in the collection system, improve maintenance staff experience with equipment upgrades and reliability improvements, perform routine operational duties that apply to the collection system and provide monitoring and locating support for collection system assets. The person in this role is expected to remain up to date and current on new developments in the field of wastewater and contribute that knowledge during planned infrastructure projects as well as during day-to-day operations. This position will collaborate with stakeholders and cross-functional teams to meet standards and guidelines, have a growth mindset to a multi-faceted and mission-driven operation while having a focus on maintaining a positive work culture. Requirements

Collection System Engineer I: Bachelor’s Degree in Civil Engineering, Environmental Engineering, Mechanical Engineering, or a closely related field. Registered as an Engineer-In-Training in the State of Wisconsin within 6 months of hiring and the ability to become a registered Professional Engineer in the State of Wisconsin when all pre-requisites have been met and eligible to do so.
Collection System Engineer II: Bachelor’s Degree in Civil Engineering, Environmental Engineering, Mechanical Engineering, or a closely related field. Possess a Professional Engineer license in the State of Wisconsin. 5+ years of progressive engineering experience. Wisconsin DNR certified Sanitary Sewer Collection System Operator, or ability to obtain certification within 6 months of hire.

Nice To Haves

Collection System Engineer I: Experience in public wastewater conveyance and treatment systems engineering, design and/or construction.
Collection System Engineer II: Experience managing public works infrastructure, wastewater collection, or treatment plant improvement projects of varying scope and complexity.

Responsibilities

Management of Collection System Projects: Lead, design and manage infrastructure and equipment replacement and improvement projects for the District’s collection system, including Capital, maintenance, and emergency projects. Review planning and design reports. Prepare, review and/or approve contract drawings and specifications. Conduct project advertising and bidding, including pre-bid meetings, review of bids, and recommendations of contract award. Lead and participate in project meetings, including meetings with the general public and the design team. Coordinate all outreach to project stakeholders. Perform all construction administration activities associated with operations improvements, including, but not limited to, conducting job progress meetings, scheduling, submittal review, construction inspection or site visits as applicable, review of pay requests, negotiating change orders, commissioning assets, and acceptance of work. Prepare record drawings. Work with regulatory agencies and municipalities to obtain necessary project permits and ensure compliance with permits and codes. Evaluate the condition, capacity, and reliability of existing District assets and assess the need for operational improvement projects. Develop business cases for projects, including cost estimates. Make presentations to District staff, the Commission, and other agencies. Administer professional service contracts with consultants, including developing Requests for Proposals, assistance with selection of consultants and coordination of the work performed by consultants. Prepare planning and design reports as assigned, including engineering calculations, alternatives analysis and economic estimates. Manage the district’s force main condition assessment program including working with consultants and contractors to perform the necessary assessments and using the data to identify rehabilitation or replacement projects. Manage the district’s I&I program including working with consultants to perform the necessary monitoring and analyzing flow data to recommend collection system improvement projects. Also, present data to customer communities to work with them on I&I reduction. Manage the district’s annual manhole rehabilitation program. Includes using the manhole inspection database to identify manholes to be coated/rehabbed, budgeting, bidding the work, coordinating construction, etc. Assist with the annual televising/cleaning of district interceptors and force mains. Includes storing deliverables in database, determining what should be televised/cleaned, coordinating work with City of Madison and/or bidding the work externally, obtaining Commission approval, processing contractor pay requests, and inspection of the work. Based on the televising results, develop a summary report indicating key defects and recommendations for further action.
Assistance with Collection System Operations: Develop a knowledge of District infrastructure and learn to serve as a district point-of-contact for external utility coordination and coordinate with staff from the Engineering department. Includes customer communities and coordination with other agencies (e.g., WisDOT, Dane County, UW-Madison etc.) and private companies working near district facilities. Assist with the administration of the District User Charge system, including QA/QC review of field monitoring data, review and if necessary correct plant loads, prepare industrial bills, soliciting customer community data, and supporting CSS flow monitoring. Assist with the management of the collection system locating program. Includes coordinating with Diggers Hotline as needed, administration of the utility locating management system, working with the Collection Systems Service group, investigating opportunities for improvement, and making appropriate changes. Maintain condition assessment databases for collection system assets. Provide data to the Engineering and Planning departments for project development and overall collection system asset management. Coordinate complex construction and maintenance activities, working closely with O&M workgroups and outside contractors. Troubleshoot collection system problems and provide engineered solutions as needed. Assist the district’s collection system supervisor with odor complaints and investigate corrective actions as needed. Remain current on new technologies and developments in the engineering field. Assist with conducting condition assessments for all District collection system assets and work with asset management team defining district needs. Review drawings from a maintenance perspective for new facilities and equipment and comment on plans and specifications for pumping station projects. Assist in updating the District’s CMOM annually or as needed. Assist with the preparation of annual budget requests for maintenance needs.
Construction Administration & Field Engineering: Work with regulatory agencies and municipalities to obtain necessary project permits and ensure compliance with permits and codes. Perform all construction administration activities associated with capital improvement and operating budget projects, including but not limited to, conducting job progress meetings, scheduling, submittal review, review of contractor pay requests, and negotiating change orders. Inspect and document inspection of construction projects to ensure compliance with contract documents Commission new assets Maintain project files and ensure that required documentation is collected and filed (certified payrolls, necessary documents for Clean Water Fund loans, etc.) Use project management software (Project Team) to administer and document construction projects.
Monitoring of Collection System: As needed, provide daily monitoring of district and non-district pump stations. This includes reviewing and monitoring trends and alarms for potential issues. Be familiar with the operation of the regional collection system, including District’s collection system and the collection systems of customer communities. Identify and document maintenance needs within the district’s computerized maintenance management system. Perform the Collection System Services On-call duties on a rotational basis including responding to emergency situations within the collection system. Assist with the management of flow monitoring in District interceptors for Inflow and Infiltration program. Troubleshoot flow meter issues with suppliers as needed. Perform related work as required.
Professional Development & Continuous Improvement: Develop expertise in emerging technologies and industry trends related to wastewater collection and treatment planning and design. Complete training to maintain licenses and credentials and seek growth opportunities to advance knowledge and skills.
Miscellaneous Support & Other Duties as Assigned: Participate in the District Incident Command System (ICS) during emergency situations. Complete any and all district required trainings. Perform other duties as assigned by department leadership or Executive Director. Support the District’s Strategic Plan and special projects associated with organizational goals. For Collection System Engineer II, also includes: Serve occasionally as backup coverage for the Collection System Manager duties during planned and unplanned absences as required or assigned.
