As Codeflow Enterprise Program Manager, you will help translate GE HealthCare's enterprise software development transformation into an integrated, trackable, and executable program of work. Working as part of a two-member leadership team with the Product Director, Software Development Practices Transformation, you will focus on the when and how: the integrated plan, operating mechanisms, governance cadence, communications, risk management, stakeholder alignment, and outcomes required to move from strategic intent to sustained enterprise adoption. Together, the Product Director and Program Manager will ensure clear role accountability, disciplined execution, and durable outcomes across the Intelerad integration and broader enterprise adoption.

Requirements

  • Bachelor's degree in Engineering, Computer Science, Biomedical Engineering, Business, Program Management, or related field; advanced degree or program management certification preferred.
  • 8+ years of experience leading complex, cross-functional programs in software, engineering, medical devices, regulated healthcare technology, enterprise transformation, or related environments.
  • Demonstrated ability to manage enterprise program plans with multiple workstreams, dependencies, stakeholders, risks, decision points, and executive-level reporting needs.
  • Strong understanding of software development life cycles, agile ways of working, DevSecOps concepts, product development processes, and regulated quality system expectations; hands-on technical architecture ownership is not required, but technical fluency is essential.
  • Experience partnering with senior technical leaders, architects, product leaders, engineering teams, quality, regulatory, cybersecurity, and commercial stakeholders to convert strategic objectives into executable plans.
  • Proven ability to establish and run effective operating mechanisms, including governance forums, decision tracking, escalation management, communications rhythms, and action follow-up.
  • Strong program management, stakeholder management, communication, and influencing skills across executive, technical, functional, and segment audiences.
  • Ability to create clarity in ambiguous environments, define ownership models, facilitate RACI alignment, manage tradeoffs, and drive disciplined execution without owning every technical decision.

Responsibilities

  • Build, maintain, and manage the integrated enterprise program plan for Codeflow and related software development practice transformation work, including milestones, dependencies, decision points, owners, risks, issues, and measurable outcomes.
  • Partner with the Product Director to convert the transformation architecture into executable workstreams.
  • Determine the operating cadence, sequencing, governance path, and cross-functional execution model required to deliver.
  • Establish and run operating mechanisms for the program, including leadership reviews, Steering Committee preparation, workstream check-ins, decision logs, action tracking, escalation paths, executive updates, and follow-through on commitments.
  • Integrate activities across engineering, quality, regulatory, product management, commercial, cybersecurity, segment teams, external consultants, and technical experts to ensure scope, timelines, capacity, and capability plans remain aligned.
  • Support Intelerad integration activities by coordinating program plans, TIR45-guided process work, software practice transformation, capability development, and adoption milestones while maintaining clear linkage to enterprise objectives.
  • Work with technical experts and functional leaders to ensure the right scoping is completed before work is launched, including clear problem statements, deliverables, resource needs, success measures, decision rights, and adoption expectations.
  • Own role clarity and accountability management for the program, including RACI conversations, issue resolution forums, handoffs, and explicit distinction between architecture, product management, program management, and execution ownership.
  • Track program health across scope, timeline, capacity, capability, stakeholder readiness, adoption progress, and outcome delivery.
  • Surface risks early, drive mitigation plans, and ensure leadership has the information needed to make timely decisions.
  • Create clarity of goals, timelines, deliverables, and expected outcomes for each workstream so that contributors understand what must be accomplished, how progress will be measured, and how their work connects to enterprise transformation goals.
  • Strengthen trust across the program by creating transparent communications, consistent follow-up, clear escalation channels, and reliable operating rhythms across segments, functions, consultants, and leadership stakeholders.
  • Develop and maintain program communications for executives, Steering Committee members, workstream leaders, and broader stakeholder groups, translating complex program activity into clear messages, progress updates, decisions needed, and next steps.
  • Partner with the Product Director to ensure that enterprise software development practice work remains aligned with the digital NPI process, medtech-adapted DORA metrics, process-agile PRD concepts, process-agile QMS, tooling ecosystem needs, and regulated SaMD and SiMD delivery expectations.
  • Coordinate adoption and change management activities, including stakeholder engagement plans, training and enablement schedules, playbook deployment, office hours, communities of practice, and transition plans from pilot or consultant-supported work to durable enterprise ownership.
  • Maintain an enterprise view of dependencies between Codeflow, Intelerad integration, consultant work, Steering Committee actions, segment implementation plans, and future-state operating model decisions.
  • First 12 months will be 100% dedicated to Intelerad Integration activities only, while ensuring that plans, operating mechanisms, and adoption assets are designed to scale beyond the initial integration and pilot phases.
