About The Position

This is responsible inspection, data collection, and enforcement work in the control of nuisances and housing and zoning violations as defined by City ordinances. An employee in this class receives nuisance, housing and zoning complaints, makes site inspections to gather facts, ascertains property ownership, and secures compliance with City ordinances and housing and zoning codes governing high grass and weeds, junk motor vehicles, sidewalk hazards and obstructions, exterior trash conditions, zoning violations, housing issues and related nuisances. Work also involves assisting senior code compliance inspectors. Works under general supervision with opportunity for the use of independent judgment in carrying out the duties and responsibilities of the job. Work is reviewed by senior personnel.

Requirements

  • Completion of two full years of college course work at an accredited college or university and a minimum of one year of paid experience in customer service field operations.
  • College course work may be substituted with paid experience in customer service operations or related public contact investigative work on a year for year basis.
  • Possession of a valid State of Ohio driver's license.
  • Knowledge of City of Akron rules, regulations and ordinances relative to nuisance control and housing and zoning code enforcement.
  • Skill in representing the organization to other agencies, staff and citizens with a courteous, helpful, accurate and professional attitude in all telephone, electronic and personal contact.
  • Ability to effectively gather relevant facts through records research and inspection activity.
  • Ability to understand and interpret relevant City codes, ordinances and regulations and recognize conditions which deviate from established standards.
  • Ability to use both computerized and manual record systems to effectively record, update and organize information.
  • Ability to write legibly and succinctly.
  • Ability to interpret maps.
  • Ability to establish and conduct reasonable and effective communications with other people who may be hostile or indifferent and to act calmly, tactfully, and courteously under relatively stressful conditions.
  • Ability to climb and descend stairs and walk on uneven surfaces.
  • Ability to safely operate a motor vehicle.

  • Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.
  • Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.
  • A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to his/her passing grade, must submit proof of discharge in the form of a DD-214 with application.
  • An applicant having a valid driver's license from another state will be accepted conditionally provided that, if selected, an Ohio Driver's License must be obtained prior to appointment.
  • Candidates having six or more points on their driving record at the time of appointment will be disqualified from further consideration.

Responsibilities

  • Receives notice of complaints about high grass and weeds, junk motor vehicles, sidewalk obstructions, graffiti, postings in public right-of-way, exterior trash conditions, and various zoning violations.
  • Posts housing orders.
  • Follows up on complaints by making on-site inspections.
  • Takes photographs of violations and documents other pertinent information.
  • Conducts both interior and exterior inspections of residential premises.
  • Posts notices of code violation on vacant lots, unoccupied buildings, occupied properties and motor vehicles.
  • Researches tax maps, deed records and water department records to obtain name and current address of property owner and legal description of property.
  • Compiles lists of verified complaints, posted properties and properties in noncompliance.
  • Communicates the nature of the violation and orders to comply verbally and in written form.
  • Drives to various locations to reinspect properties to determine if compliance has been made, verify work of private contractors, or gather additional information.
  • Refers cases of noncompliance to the proper City offices for enforcement.
  • Answers inquiries from citizens about compliance and proceedings.
  • Consults with occupants, owners, and building managers to explain housing codes, consequences of violations, and to educate in methods of eliminating unhealthy and/or unsafe conditions.
  • Works with the Police Division, Law Department and other City offices to solve nuisance, housing and zoning problems.
  • May provide testimony in court.
  • Establishes and maintains detailed and accurate records.
  • Performs related work as required.
