About The Position

The Uranium Processing Facility (UPF) CNS QA manager is responsible for overseeing Quality Assurance Program development and implementation by all functions on the UPF project including oversight of the subcontractor Bechtel National Inc.’s QA program implementation for Engineering, Procurement, Construction, Startup, and support services as well as UPF/CNS QA program implementation for CNS commissioning organizations which includes Production Operations, Maintenance, Mission Engineering, Security, ES&H, Quality Technical Services, and Readiness. This position reports to the Projects and Infrastructure Director and is responsible for demonstrating effectiveness of the implementation of the UPF Quality Assurance Program through the UPF Contractor Assurance System (CAS), independent audits and assessments, and associated quality metrics. This position also gets day to day direction from the CNS UPF Project Director to quickly resolve issues that cannot be adequately addressed through normal reporting channels.

Requirements

Bachelor's degree
Minimum 7 years of relevant experience
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status.
The ability to obtain and maintain a Department of Energy Q clearance is required.
This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
This position may be categorized as a “designated position” identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.

5+ years of Quality and regulatory compliance roles with increasing responsibilities including supervising/managing of others
Minimum 4 years of supervisor experience
Advanced knowledge and application of 10 CFR 830 Subpart A, DOE Order 414.1D, national consensus standard ASME NQA-1-2008/ASME NQA-1a-2009 Addenda to ASME NQA-1-2008, and U.S. Nuclear Regulatory Commission Regulatory Guide Series or quality assurance work experience germane to high value, safety significant construction/start-up projects
Advanced level of technical knowledge in the application of engineering, environmental, procurement, construction, testing, commissioning, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, certification and decommissioning requirements
Advanced knowledge/skills in analyzing information; reporting research results; promoting process improvement and a quality culture; developing standards; managing processes, methods and procedures; quality engineering; conducting statistical analysis and applying statistical analysis methods; critical thinking and problem solving techniques
Advanced knowledge of regulatory requirements and functions that impact the quality management system
Advanced knowledge of requirements and program implementation practices for contractor assurance elements (management assessments, lessons learned, performance indicators, issues management, etc.)
Past experience in the development, preparation, review and approval of quality assurance procedures, guides, plans, schedules, etc.
Working knowledge of, or experience with the development of specifications, drawings, material requisitions, services requisitions, purchase orders, subcontracts, and interfacing with suppliers
Working knowledge in the application of construction, engineering, procurement, operations, commissioning, training, environmental safety & health, and subcontract practices sufficient to comprehend regulatory requirements applicable to said applications
Specialized courses in engineering, technical or quality assurance disciplines
Six Sigma training and/or certificate

Responsibilities

Development, implementation, assessment, and improvement of the UPF Quality Assurance Program
Oversight of the UPF Suspect/Counterfeit Item Program
Oversight of the People Based Quality program
Implementation of Software Quality Assurance
Implementation of an effective sponsorship of a strong nuclear safety and quality culture
Oversees the UPF CAS-implementing activities, such as issues management (i.e. Closed Loop Corrective Action), audits, trending analysis, feedback and improvement, ensuring performance data and information is collected, up-to-date, and reported timely
Actively contributes to the identification and implementation of solutions to performance problems associated with quality
Translates contractor assurance requirements into the UPF CAS Supplemental Program Description for UPF Project use
Assists in the integration of contractor assurance activities with all functions
Facilitates UPF CAS-related review boards or committees and ensures alignment, where appropriate, of CNS Y12 CAS and the UPF CAS
Ensures the autonomy of personnel performing independent assessment activities, reviewing and approving Independent Assessment Reports
Certifies Audit Team Leads
Develops and maintains metrics related to the Quality Department's scope of work
Serves as client liaison and communication for Quality Department activities
Evaluates significant adverse conditions to determine whether stop work is warranted
Participates and supports the monthly parent company Enterprise Performance Improvement Review Board
Approves staffing levels, organization design, and personnel performance
Responsible for the performance and development of UPF CNS QA personnel
