Under the general supervision of the Application Support Manager in the Public Health Applications Division of HHS IT, serves as a Senior Software Technical Analyst and Java developer, performing highly advanced work supporting applications under the Public Health Informatics and Data Exchange section of the Public Health Data Informatics (PHID) section of DSHS. Work includes but is not limited to complex analysis of computer workflows, troubleshooting issues, project support, software maintenance, support of application testing, and user support tickets. May architect, design, develop, and manage/operate new or existing software applications. Will serve as a senior level analyst in support of a mission critical ecosystem containing multiple applications. May participate in disaster recovery exercises. Work involves coordinating with business customers, external vendors, and other HHSC IT areas (System Services, CTO, PMO etc). May plan and assign the work of other technical staff. Train and mentor others, as needed. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Work outside of regular hours may be required. Travel to other work locations may be required. Serve on interview boards to make selection recommendations of technical personnel.

Requirements

4 years of experience as a Java Developer or 2 years as a Java Developer and either 2 years as a Systems Analyst or Technical Team Lead.
Knowledge of the limitations and capabilities of software applications and the techniques used in the design of automated systems.
Knowledge of OWASP programming fundimentals.
Knowledge of Agile methodology and approaches
Knowledge of Project Management and Software Development Life Cycle methodologies and best practices.
Knowledge of SNOMED and LOINC (or similar integration and reporting technologies)
Knowledge of CSS
Knowledge of Project control and cost estimating techniques.
Knowledge of Amazon Web Services
Skill in data analysis, interpretation, and communication of findings.
Skill in Java and Java scripting
Skill in MS SQL Server, MS SQL, MS Office Suite and Visio

Nice To Haves

Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment preferred. Related work experience may substitute for the education on a year for year basis with a maximum substitution of four (4) years.

Responsibilities

Supports the PHID ecosystem; plans and executes application releases.
Coordinates collaboration with IT, CDC and Business SMEs to document the Ecosystem routes and message paths.
Provide user support for software applications and workflows - including troubleshooting and issue management (logging, sequence / escalation, and resolution).
Advise technical and informatics team members in the planning and analysis of user requirements, procedures, and issues encountered during architecting, designing and implementing new software applications and in the improvement of existing applications.
Investigate problems to identify the ideal solution in a timely manner.
Assess the system to identify opportunities for technical improvement.
Ensure data has undergone cleansing to ensure it is both correct and useful.
Coordinate data route reviews with the integration team to verify accuracy.
Ensure that the development of system interfaces and workflows are in alignment with program work processes and business requirements.
Perform troubleshooting and resolution of issues related with logging, sequence / escalation, and resolution.
Prepares application specifications.
Reviews and evaluate programming efforts by development team in relation to program specifications and system requirements.
Develops and maintains application code for applications outside of existing vendor support contracts.
Assists in developing strategic plans for the continuous improvement of the ecosystem.
Prepare management level reports, such as priority lists, quarterly reports, and operating plans.
Advise management of the status and progress of projects and other tasks being conducted.
Oversees the maintenance of existing applications; monitors the resolution of problems related to software development and/or maintenance of the ecosystem.
Ensures the preparation of system level documentation for use by staff and system users.
Assists in coordination of project and maintenance activities with other IT Units as needed.
Interfaces effectively with IT and customers to provide automated solutions to problems.
Consults with IT and customers on software/hardware purchases.
Reviews software/hardware justifications and requisitions and makes recommendations.
Facilitates project meetings.
Prepares and makes presentations as needed.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
