This position is contingent upon contract award The Cloud Database Administrator is responsible for the design, administration, optimization, performance tuning, and security of all database and data platform environments within the CMS Drug Data Processing System (DDPS) and Payment Reconciliation System (PRS). This individual manages the multi-platform data environment including AWS Redshift Serverless, Snowflake, and relational databases supporting DDPS operations, ensuring data integrity, availability, query performance, backup/recovery readiness, and compliance with CMS data governance and security requirements. This is a remote position; however, Cognitive hires only in the following designated U.S. states based on contract and business requirements: VA, DC, MD, TN, FL, AZ, CO, OR, and TX.

Requirements

  • Bachelor's degree in Computer Science, Information Systems, or related field; 6 or more years in database administration including 3 or more years on cloud data platforms.
  • Hands-on production experience with AWS Redshift Serverless and Snowflake for large-scale data warehousing.
  • Experience with Amazon Athena query optimization and Amazon S3 data lake management.
  • Experience with Databricks cluster and workspace administration.
  • Strong SQL skills for performance tuning, schema development, stored procedures, and data migrations.
  • Experience with database security controls including encryption, IAM-based access, audit logging, and vulnerability remediation.
  • Ability to pass CMS and internal required background checks for public trust.

Responsibilities

  • Administer, monitor, and optimize all DDPS/PRS database environments including AWS Redshift Serverless, Snowflake, Amazon Athena query optimization, and relational databases supporting application operations.
  • Perform database performance tuning, query optimization, index management, and workload management across all platforms.
  • Manage database backup, recovery, and high-availability configurations; validate backup integrity and support DR testing and RTO/RPO compliance.
  • Support Databricks workspace administration including cluster management, job scheduling, and notebook/pipeline performance.
  • Develop and maintain database schemas, stored procedures, and data migration scripts supporting application development and legislative implementation work.
  • Ensure all database environments comply with CMS ARS security controls including encryption at rest and in transit, access control, audit logging, and vulnerability remediation timelines.
  • Support database testing using DBFit/FitNesse; coordinate with the QA Manager on data quality validation and test environment database management.
