The Cloud Data Architect - Data Modeler will work as part of the CMM Data Modernization and Governance team responsible for delivering an integrated data governance, engineering, data platform, reporting, analytics, and Artificial Intelligence (AI)/Machine Learning (ML) capabilities that support operational decision-making and fulfill AO's data and analytics objectives in support of the CMM program. The successful candidate will serve as the lead cloud data architect, engineer, and modeler for all CMM program data infrastructure. This role designs, implements, governs, and improves cloud-based data models, platforms, and pipelines across the full data lifecycle, including ingestion, storage, transformation, integration, migration, archival, and operations. The Cloud Data Architect - Data Modeler ensures all solutions align with government CI/CD processes, meet federal security and privacy requirements, and provide secure ingestion, high‑quality analytics, scalable performance, and compliance with federal data governance and classification requirements outlined in the SOW.

Requirements

MA/MS degree with 12+ years of general experience in information systems and 10+ years of specialized experience.
Experience may be considered in lieu of degree as follows: HS (18+ years), AA/AS (16+ years), BA/BS (14+ years), Doctorate Degree/Ph.D. (11+ years).
Deep experience designing data architecture using AWS data services and modern application patterns.
Define scalable, secure operational data models and patterns that enable application features and service integrations.
Establish and enforce operational data governance guardrails including integrity controls, cost efficiency, and resilience.
Establish platform integration patterns for ETL/ELT pipelines, APIs, and downstream consumption layers supporting BI, data product, and AI/ML solutions.
Expertise in relational and NoSQL and GraphDB data modeling for transaction-heavy, high-availability systems.
Extensive experience architecting enterprise data platforms supporting analytics and reporting and AI/ML at scale.
Experience modernizing legacy data systems and leading cloud migration strategies.
Strong knowledge of MDM, data governance integration, and change data capture methods.
Experience implementing data lakes, data warehouses, and CDC-enabled ingestion patterns.
Experience supporting enterprise cloud-based data lakehouse, datalake, and warehouse (e.g. Snowflake, Databricks, or Redshift) and analytics/BI platforms (e.g. Tableau, PowerBI, QuickSight).
Familiarity with data governance, metadata management, and lineage tools.
Experience working in regulated or compliance-driven environments.
Hands-on experience with Snowflake or Databricks or AWS Redshift data modeling and tools.
Experience working with cloud-based data platforms and their core data services (AWS preferred).
Experience mentoring junior data modelers or engineers.
Excellent presentation and communication (oral and written) skills.
Consultant mindset with the ability to work with high level customer stakeholders and build excellent customer relationship.
Experience identifying and applying industry tools, solutions, methods best practices, and emerging technologies.

Responsibilities

Design and implement a scalable, secure, cloud-based data platform supporting operational data, reporting, and analytics delivering a cloud-based architecture (data lake, lakehouse, or data warehouse).
Develop and document data flows, structures, standards, and governance alignment.
Ensure alignment with federal security requirements, judiciary architecture standards, data governance policies, and application modernization initiatives.
Architect multi-tenant, cloud-based environments supporting hybrid/on‑premises systems, enabling SQL, NoSQL, IaaS, PaaS, distributed SQL, multi-modal, and event-driven/streaming databases.
Ensure logical/physical data isolation, tenant-level security, and resource allocation controls.
Maintain monthly platform uptime of 99.9%+
Maintain version-controlled architecture diagrams, data models, performance metrics.
Partner with Data Governance, Security, and Application Development teams to ensure data architecture decisions align with Judiciary policies, data governance standards, and security requirements.
Support development of the Data and Technology Enabler Roadmap across data engineering, reporting/analytics, and AI/ML use cases.
Recommend and evaluate tooling and software for the data architecture, platform, and data products, and document findings and rationale for Government stakeholders.
Implement operational databases, document storage, indexing services, schemas, and secure data APIs using IaC for provisioning and configuration.
Monitor and optimize database and query performance through automated tuning and indexing.
Develop and operationalize CMM Data Classification Standards, including workshops, security controls, metadata requirements, and integration into system design, procurement, and training.
Configure metadata structures, workflows, automation, and security settings; develop ingestion processes and attribute definitions for catalog entries.
Create training, job aids, and communications to support user adoption.
Define and optimize dimensional, relational, and analytical schemas for reporting and analytics; ensure alignment with governance, classification, and security policies.
Translate requirements and STTMs into accurate data structures; partner with data engineers for model‑driven ETL/ELT.
Implement naming conventions, modeling standards, and version control; maintain metadata, lineage, and documentation for catalog inclusion.
Support data quality, testing, validation, reconciliation, and architecture/design reviews; ensure scalability, performance, and cost efficiency.
Produce audit‑ready documentation for data models and design decisions.
Operate within an Agile federal environment, collaborating closely with BI architects, data engineers, and business analysts; accountable for data model quality, consistency, and performance.
Develop a Data Migration Strategy including profiling, mapping, testing, anomaly handling, and rollback procedures.
Develop a Data Archival Strategy covering archive creation, migration, storage tiers, retention schedules, and access controls.
Implement batch and real-time data exchange with Judiciary systems
Design, test, and implement DR and high availability strategies
Deliver migration documentation for scripts, transformations, and validation results.
