Cloud Architect/Engineer

Bluemont Technology & ResearchBethesda, MD

About The Position

Architect, construct, and support centralized unclassified and classified cloud environments. These environments will be used to capture and demonstrate research information, including algorithms, data, scoring, and metrics infrastructure. The environments will feature a container orchestration framework, APIs for large data sets, supplemental access, and a corpus of textual data for software evaluation. They will also support competitions and trials. A classified environment is required to mirror the unclassified one for classified data processing or testing, with a secure construct for moving deliveries across domains. Both environments must address NARA’s RIM requirements. The role involves collaborating with various teams to develop and deploy data frameworks, define cloud requirements, create architecture diagrams for Authority to Develop (ATD) determination, roll out and set up cloud environments, and develop system designs for Authority to Operate (ATO) determination. This requires close collaboration with the Customer’s IT Team, Cloud Solutions Engineers, and Customer’s Chief Information Officer (CIO) advocates to design and implement a secure architecture, including deploying Open Source and cloud-managed services. The role may also involve coordinating, monitoring, communicating, and integrating technical aspects of multiple programs in different life cycle phases, including attending meetings, workshops, and conferences as a Subject Matter Expert, assisting with presentations, serving as a liaison, reviewing technical reports, curating communication and issue tracking environments, providing reach-back support, examining data sources for emerging technology, and offering technical expertise on new concepts.

Requirements

  • BS in technical field with 5+ years' cloud experience.
  • MUST HAVE CURRENT Top Secret / SCI with Full Scope Polygraph.
  • Demonstrated cloud engineering experience.
  • AWS, Azure, or other cloud certifications.

  • ATO certification experience.
  • ATD certification experience.
  • Cyber Security experience.
  • CONOPS experience including costs and resource management.
  • Masters' degree or PhD in computer science or a related technical field.
  • Four (4) or more years of experience managing a multi-disciplinary research and development (R&D) or Test and Evaluation (T&E) team.
  • One (1) or more year of experience as a Project Manager or Deputy Project Manager.

Responsibilities

  • Architect, construct, and support centralized unclassified and classified cloud environments.
  • Populate the environment with a container orchestration framework, application program interfaces (APIs) for data, and supplemental access.
  • Ensure NARA’s RIM (Record Information Management) requirements are addressed for both unclassified and classified environments.
  • Develop and deploy data frameworks within the cloud environment.
  • Define cloud requirements.
  • Develop architecture diagrams to support an approved Authority to Develop (ATD) determination.
  • Roll out, deliver, and set up the underlying cloud environment.
  • Develop the final system design to support an approved Authority to Operate (ATO) determination.
  • Design and implement a secure architecture in collaboration with the Customer’s IT Team, Cloud Solutions Engineers, and Customer’s Chief Information Officer (CIO) advocates.
  • Deploy Open Source and cloud-managed services as risk mitigation for team activities.
  • Assist with the coordination, monitoring, communication, and integration of all technical aspects of several programs in different phases of their life cycle.
  • Attend meetings, workshops, conferences and testing events as a Subject Matter Expert.
  • Assist with the development of presentations such as Program Management Reviews.
  • Serve as a Liaison between Performers, Test & Evaluation contributors, Government and Transition partners.
  • Review, provide analysis, and make recommendations concerning technical reports, data and Performer approaches.
  • Select, establish, curate, and maintain collaborative communication, issue tracking, and configuration environments for use by the program.
  • Provide reach-back support for program related requirements for systems integration, design, development, modeling and simulation, data analytics and architecture design.
  • Examine data sources and literary sources for emerging technology related to the Program.
  • Provide technical support and expertise on new concepts beyond the Program but integral to the Program’s success.
