About The Position

Horizon is seeking a Clinical Vocational Supervisor to provide clinical leadership and supervision to Vocational Rehabilitation Counselors (VRCs). This role involves ensuring person-centered, trauma-informed vocational counseling, overseeing the integration of vocational services, developing employer partnerships, and conducting labor market analysis. The supervisor will also collaborate with various departments, provide consultation to employers, and lead quality improvement processes. The position is based in Buffalo, NY, and offers a supportive, team-based work environment with a strong emphasis on professional development and employee well-being.

Requirements

  • Completed Master’s degree in a program that will grant licensure in the state of New York required.
  • LMSW, LCSW, or LMHC required.
  • 1 year of demonstrated expertise in SUD treatment and clinical supervision required.
  • Excellent communication, leadership, and data‑driven decision‑making skills.

  • Experience with employer engagement, workforce development, or vocational programming preferred.

Responsibilities

  • Provide weekly supervision to VRCs, including case consultation, performance feedback, skills development, and support.
  • Ensure VRCs deliver person‑centered, trauma‑informed vocational counseling aligned with recovery‑oriented care.
  • Oversee integration of vocational services within multidisciplinary treatment teams.
  • Lead the development and maintenance of employer partnerships across Western New York.
  • Collaborate with the Communications Department to conduct outreach to business associations, industry networks, and community partners.
  • Provide consultation to employers on inclusive hiring practices, recovery‑friendly workplace policies, accommodations, and retention strategies.
  • Conduct ongoing labor market analysis using NYS DOL data, employer feedback, and economic development updates.
  • Guide VRCs in aligning job development activities with in‑demand occupations and patient career interests.
  • Serve as the primary point of contact with the OASAS job development and technical assistance liaison.
  • Participate in required monthly meetings, webinars, and statewide convenings.
  • Ensure timely, accurate monthly data submission in collaboration with the Business Intelligence (BI) Department.
  • Lead CQI processes, including data review, performance trend analysis, and development of improvement plans.
  • Share outcomes and insights with leadership, OASAS, and regional partners.
