About The Position

Metro Technology Centers is accepting applications for a Clinical Skills Observer (CSO) who will be responsible for administering and evaluating clinical skills examinations for candidates seeking certification through Oklahoma's Health & Professional Certification Project (HPCP). The CSO functions under the supervision of the HCP Test Site Coordinator and is responsible for objectively observing and evaluating candidates' performance according to Oklahoma Department of Career and Technology Education (ODCTE) standards. The CSO does not teach, coach, prompt, or provide feedback during examinations. The role is strictly observational and evaluative to ensure standardized, fair testing practices.

Requirements

  • For Nurse Aide / Long Term Care / Home Health Care CSO: Registered Nurse (RN) with unrestricted Oklahoma license Minimum one (1) year of nursing experience
  • For Developmentally Disabled Direct Care: Licensed or Registered Nurse with unrestricted license OR Qualified Intellectual Disabilities Professional (QIDP) Minimum one (1) year experience
  • For Adult Day Care / Residential Care: Licensed or Registered Nurse with unrestricted license Minimum one (1) year experience
  • For AUA Clinical Skills Observer (per OK Board of Nursing): Unrestricted RN license Minimum two (2) years experience as a staff nurse in an acute care setting

Responsibilities

  • Clinical Skills Exam Administration Administer clinical skills exams in one uninterrupted session.
  • Evaluate candidates using the official HPCP evaluation grid.
  • Observe critical safety and infection control tasks including: Hand hygiene technique and timing Proper use of PPE Safe transfers and use of gait belt Bed positioning and wheelchair safety Equipment sanitation Resident identification procedures Document vital sign measurements for comparison with candidate findings.
  • Ensure exam timing requirements are met: 60 minutes (Home Health / Long Term Care) 45 minutes (Developmental / Residential / Adult Day)
  • Testing Security & Compliance Protect all proprietary testing materials.
  • Never photocopy, reproduce, or disclose exam content.
  • Return all examination packets immediately after testing.
  • Maintain secure handling of candidate information and materials.
  • Allow open access to testing functions by the Test Site Coordinator.
  • Follow all ODCTE and HPCP security protocols.
  • Professional Conduct Maintain objectivity and fairness.
  • Provide no prompting, coaching, or instruction during exams.
  • Enforce all testing policies (no phones, no translators, no study aids, etc.)
  • Ensure testing is conducted in English only.
  • Report any suspected cheating or misconduct immediately.
  • Additional Requirements Completion of official HPCP CSO training provided by the test site coordinator.
  • Shadowing experience with an approved CSO Submission of: HPCP Clinical Skills Observer Request Form Resume documenting experience License verification Approval by the State HPCP Office prior to administering examinations Maintain "approved" status by administering at least two (2) clinical skills exams per fiscal year Read and adhere to all HPCP manuals and policies
