About The Position

The Clinical Operations Specialist is responsible for assisting with the development and implementation of the organization's clinical compliance programs to ensure adherence with all applicable state and federal laws, regulations, and internal policies. This position provides guidance on EMS regulatory requirements, and supports the implementation of compliant clinical and operational practices throughout the organization. The role collaborates with clinical, operational, and administrative leadership to identify risks, develop corrective actions, and promote a culture of accountability, transparency, and continuous improvement.

Requirements

  • Strong knowledge of EMS regulatory requirements.
  • Excellent organizational, communication, and time management skills.
  • Proficient in Microsoft Office and EMS recordkeeping systems.
  • Ability to work flexible hours, including during deployments and emergencies.
  • Familiarity with ICS/NIMS structure and principles.
  • State Emergency Medical Technician certification
  • Administrator of Record (AOR) within 12 months
  • Minimum of 3–5 years of experience in EMS, with at least 1–2 years in a leadership, compliance, QA/QI, or supervisory role
  • Demonstrated knowledge of State regulations and EMS compliance requirements
  • Completion of NIMS/ICS 100, 200, 700, and 800 (or ability to obtain within 6 months)
  • Proficiency in EMS documentation systems, Microsoft Office, and compliance tracking platforms
  • Valid Texas driver's license with an acceptable/insurable driving record

Nice To Haves

  • Texas State Paramedic certification
  • Associate's Degree in EMS, Healthcare Administration, Business Administration, Education, or related field
  • Experience with clinical credentialing processes/programs
  • Experience with state or federal reporting
  • Prior experience in compliance oversight
  • Familiarity with accreditation standards

Responsibilities

  • Review and implement local, state, and national EMS regulatory requirements
  • Research areas of non-compliance, formulate an improvement plan, and facilitate system-wide training to staff members
  • Provide up-to-date knowledge of health care compliance laws and regulations that govern the ambulance industry
  • Coordinate and oversee the filing of regulatory forms, submissions, and reporting activity
  • Responsible for risk assessment and improvement activities related to compliance
  • Develop, implement, and maintain the organization's EMS compliance program
  • Monitor and interpret regulatory requirements and translate them into clinical, administrative, or operational policies, procedures, and guidelines
  • Conduct periodic policy review cycles to ensure continued compliance
  • Serve as the primary point of contact for regulatory inspections, audits, and inquiries/complaints
  • Prepare documentation and staff for State inspections, External audits, and Accreditation reviews
  • Conduct compliance risk assessments and identify areas of vulnerability
  • Develop and implement corrective action plans to address identified gaps
  • Integrate compliance findings into the organization's Quality Management program.
  • Develop, implement, and maintain credentialing processes
  • Ensure alignment between credentialing processes and regulatory requirements
  • Oversee compliance related to reportable events, incidents, and required regulatory notifications
  • Performing special duties as assigned
