About The Position

The Clinical Officer (CO) provides supervision, guidance, and support to the Director and other assigned program supervisees while ensuring the clinical and administrative operations of each assigned program operate effectively and efficiently.

Requirements

  • Capable of conducting analytical evaluations and communicating with the Chief Clinical Officer and stakeholders
  • Must have a Master's degree and meet the requirements to be a Qualified Mental Health Professional (QMHP)
  • Meet the minimum requirements to be clinically privileged by FCC Behavioral Health

  • Demonstrate a working knowledge of diagnostic criteria sets for substance use and/or mental disorders.

Responsibilities

  • Provide oversight of all assigned programs and ensure programs operate per Standards, certification, and contractual requirements (CARF, DMH).
  • Review/approve annual program plans prior to submission to the Executive Team.
  • Assist with the development of the Strategic Plan. The CO will follow-up with the Director throughout the fiscal year to ensure the plan is on task.
  • Discuss the status of access, efficiency, effectiveness, and experience in relation to treatment and services with the Director. The CO will assist the Director with developing plans to improve these areas, if necessary.
  • Communicate any issues and concerns, provide feedback and recommendations to the Chief Clinical Officer on a regular basis.
  • Effectively communicate policy/procedure changes to programs through collaboration with the Director and CCO.
  • Ensure Directors seek Stakeholder feedback to inform practices and manage business operations.
  • Serve as a Liaison with the Compliance, Fiscal, and Administrative teams and other Departments.
  • Actively seek clinical enhancements using evidence-based practices.
  • Notify the Director of any issues identified via surveys/feedback and work collaboratively to develop plans to address.
  • Report any staffing recommendations to the CCO.
  • Attend monthly PQI meetings and ensure PQI plan tasks are completed timely.
  • Participate in and attend monthly Program/Department Collaborative Team Meetings.
  • Ensure chart audits for programs are completed and issues are addressed timely.
  • Provide oversight of each program’s outcomes, reports, and financials. Discuss any concerns with program leadership.
  • Identify data we may need to collect to better guide decisions and improve outcomes. The CO will work closely with the CCO on creating new data sets, if necessary.
  • Manage program contracts and ensure required documentation is submitted timely. Create/develop new contracts, as needed and ensure contract staff evaluations are completed each year.
  • Work closely with program leadership to improve the program and agency’s culture and environment.
  • Provide supervision to the Director and other supervisees on a regularly scheduled basis. Supervision sessions will be documented on the Agency’s Documentation form in Unbound.
  • Network and attend meetings at local and some State levels.
  • Develop and consistently follow a program communication plan to ensure information is effectively communicated to program staff.
  • Process emails and respond timely during business hours.
  • Work collaboratively with the HR Department to ensure positions in the program are filled timely with appropriate staff. Participate in staff interviews.
  • Monitor training plans of direct supervisees and all programs the CO provides oversight to and ensure compliance.
  • Adherence to all applicable evidence-based practice models.
  • Orally communicate information effectively and accurately.
  • Assure program operates within the constraints of the agency’s certification (CARF, DMH) standards and strategic plan related to clinical care.
  • Abide by program and agency policies and procedures.
  • Other job duties and special projects as assigned.
