About The Position

Housing Up builds thriving communities in Washington, DC by developing affordable housing and offering comprehensive support services to homeless and low-income families. We provide a range of housing options that include - permanent supportive housing, rapid re-housing and affordable housing with resident services. We are also a nonprofit affordable housing developer with more than 600 units of housing in our portfolio. Founded in 1990, over the past 36 years, our organization has grown from serving 14 families in one building in Northwest DC to serving more than 900 families throughout the city. Housing Up is now one of the city’s largest homeless services providers and is a critical partner in the District’s plan to end family homelessness. Housing Up is a Housing First organization and is proud to be a critical partner in Mayor Muriel Bowser’s plan to make homelessness “rare, brief, and nonrecurring”. The PSH Clinical Manager is a key leadership role responsible for ensuring high-quality, clinically informed services across Housing Up’s PSH portfolio. This position oversees Case Manager Supervisors, provides clinical case consultations, supports staff in delivering trauma-informed, strengths-based services, and ensures program compliance with funder requirements, best practices, and organizational expectations. The Clinical Manager plays a critical role in maintaining service fidelity, driving performance outcomes, and fostering a supportive, accountable, and mission-aligned team culture. The Clinical Manager also assists the Director of Permanent Supportive Housing with administrative tasks related to program management.

Requirements

Master’s in social work or related clinical field.
Licensed in the District of Columbia as a LICSW.
Minimum of two years of management experience providing supervision, counseling or case management services to individuals/families experiencing homelessness or other related populations.
Strong knowledge of trauma-informed care, harm-reduction, Housing First, and family-centered practice.
Experience working with families and individuals with complex behavioral health, medical, and social needs.
Excellent communication, coaching, and documentation skills.
Ability to manage multiple priorities in a fast-paced environment and maintain a balance of empathy and accountability.

Nice To Haves

Familiarity with the Strengths-Based and Housing First approaches to case management.
Experience working with aging/senior populations.
Knowledge of Washington, DC’s housing resources and social service systems.
Strong and timely documentation and reporting skills.
Strong planning and organizational skills.
Valid driver’s license and have a vehicle, as well as proof of auto insurance is strongly preferred.
Bilingual ability preferred; Spanish, Amharic, or other languages commonly spoken in the community are a plus.

Responsibilities

Plan and facilitate a monthly clinical case conference meeting for the PSH team, providing guidance on complex case dynamics, crisis intervention, and staff decision-making.
Supervise and support Case Manager Supervisors, including regular 1:1s, performance reviews, and professional development planning.
Model trauma-informed leadership practices that emphasize empathy, boundaries, accountability, and problem-solving.
Deliver ongoing clinical case consultations to PSH teams to ensure services are aligned with evidence-based practices.
Train staff to write individual service plans; support the development and implementation of service plans that incorporate motivational interviewing, harm-reduction, housing first principles, and person-centered approaches.
Oversee the housing navigation process, collaborating with the case managers and housing team to ensure timeliness and proper prioritization.
Review high-risk cases, participate in case conferences, and assist staff in safety planning and stabilization strategies.
Maintain a consistent presence in the field to observe service delivery and support staff on-site as needed.
Ensure program adherence to HUD CoC requirements, DC program expectations, and organizational policies. Assist the director with related reporting.
Monitor service delivery for documentation accuracy, quality of case notes, timely assessments, and overall clinical integrity.
Use data and program performance metrics to identify trends, gaps, and training needs.
Collaborate with Director and other Clinical Manager to update workflows, service models, and quality assurance practices; train staff.
Collaborate with other Clinical Manager on systems; provide weekly supervision to LGSW (if applicable).
Participate in interagency meetings, case staffing, critical incident reviews, and community coordination efforts.
Represent Housing Up in collaborations with clinicians, service providers, funders, and DC agencies.
Train team members to write biopsychosocial assessments. Review and approve the clinical documentation for case managers.
Maintain appropriate confidentiality of client information and records.
Oversee interns where applicable.
Complete all other duties as assigned.
