The Clinical Director of the Laboratory for Midlands Division directs one or more major functional areas of a department, a department, or a business unit. Manages two or more professional and support staff including subordinate managers. More discretion and greater financial authority than lower management levels. Directs the analysis, planning, implementation, and expenditures and budget tracking of major operational projects or initiatives. Provides recommendations to the leaders throughout the organization. Leads in developing strategies and implementation plans to improve and standardize all aspects of operations. Ensures that reports of test results include all pertinent information required for interpretation and that meet regulatory compliance. Ensure that consultation is available to the laboratory’s clients on matters relating to the quality of the test results reported and their interpretation concerning specific patient conditions. Directs the strategic initiatives of the laboratory addressing communication with internal and external customers for a timely response to new clinical service trends and program planning; maintaining effective reimbursement processes through coding reviews and support to Charge Services with current best practice billing definitions; advise, negotiate, manage and administer all contracts into which the lab may enter; lead and direct the development, communication and implementation of effective growth strategies and processes. Establishes operations standards for cost control, waste reduction, quality, safety, and service level agreements with internal and external customers. Monitors utilization patterns of lab services and advises Leadership and other appropriate staff of developing trends in clinical service needs. Participates in the development and implementation of operations and capital budgets. Selects, develops, administers corrective action, evaluates and reviews staff competency and evaluations. Ensures that policies and procedures are established for assessing individuals who conduct pre-analytical, analytical and post-analytical phases of testing to assure they are competent and maintain their competency. Ensures that the laboratory is enrolled in a CMS approved proficiency testing program for the testing performed and that proficiency testing samples are tested as required by CLIA. Procures and maintains necessary supplies and equipment for the pathology laboratory. Ensures that the testing systems in use for each test performed in the laboratory provide quality in all aspects, which includes the pre-analytic, analytic, and post-analytic phases of testing. Works closely with the Medical Director of the Laboratory to assure quality and customer satisfaction. Ensures that the test methodologies selected are capable of providing the quality of results required for patient care; validation procedures used are adequate to determine the accuracy, precision and other pertinent performance characteristics of each method; Implements Continuous Quality Improvements and Safety programs for the laboratories. Maintains the physical plant and environmental conditions of the laboratory that are appropriate for the testing and provide a safe environment in which employees are protected from physical, chemical and biological hazards. Performs other duties as required.
