Requirements

  • NYS Licensed Behavioral Health Professional
  • 7+ years of a BH Managed Care setting or BH clinical setting including 2+ years of Managed Care experience.
  • 5+ years of experience working with children
  • Experience in providing and/or supervising direct care to children and adolescents, as well as foster care
  • Supervisory Experience with an ability to function within a matrixed organization with shared supervisory experience
  • Knowledge of state regulatory organizations
  • Understanding of various levels of care within NYS addiction and mental health services including knowledge of NYS child servicing systems
  • Available during NYS business hours, 8am to 5pm Eastern as well as for urgent/emergent needs

  • Experience in children’s behavioral health, residential treatment, or comparable child-serving systems of care
  • Work experience with the State and other key partners
  • Proven organizational skills with ability to be flexible and work with ambiguity

Responsibilities

  • Lead children’s behavioral health strategy for children (U21) and foster care populations, focusing on improved outcomes, reduced avoidable ER/inpatient utilization, high-cost member management, and stronger care coordination
  • Serve as liaison with NYS child-serving and regulatory agencies, including OMH, DOH, OCFS, OPWDD, and OASAS
  • Monitor children’s services trends through cross-functional forums and convert findings into targeted interventions, including suicide prevention, care transitions, First Episode Psychosis follow-up, TAY, and foster care discharge planning
  • Provide matrixed clinical leadership and subject matter expertise to Behavioral Health Care Management, Utilization Management, Health Home transformation, and Foster Care Liaison functions
  • Partner with U21 Case Management and UM leaders on high-utilizer/high-spend members, case consultations, rounds, quality improvement, workforce development, and training needs
  • Support state initiative implementations and Medicaid Managed Care carve-ins affecting children’s services, including foster care, ABA, and CHP
  • Coordinate foster care operations across medical, dental, pharmacy, vision, DME, network, and claims teams; review monthly IP, VFCA claims, pharmacy, medical, and dental reports to identify quality and trend opportunities
  • Set team direction, resolve operational barriers, and adapt departmental priorities to meet business, regulatory, and stakeholder needs
