About The Position

Chartiers Center is a private, non-profit corporation funded by state, county, third party insurances and private funds. Services include intake, referral, outpatient therapy, psychiatric assessment, service coordination, substance abuse treatment, training and social rehabilitative services, crisis intervention, partial hospitalization, community outreach, day, and recreational services for adults with intellectual disabilities, homeless outreach, and housing program. As a Clinical Administrator for Recovery Living Services, you would be responsible to provide administrative oversight and supervision to our homeless programs (Athena, Atlas, Hestia, Salus and Vesta).

Requirements

  • Bachelor’s Degree in Human Services field with five (5) years Human Services and four (4) year supervisory experience.
  • Computer skills with knowledge in word processing and Internet functions required.
  • Valid Driver's License and insurability based on Agency policy required.

Nice To Haves

  • Homeless/Housing experience and knowledge of HUD preferred.

Responsibilities

  • Provide oversight and supervision to the Clinical Coordinator to ensure that ongoing case review, coaching, mentoring and overall guidance is conducted in a thorough and consistent manner; infusion of clinical aspects for interventions related to mental health issues/substance use disorders occur on an ongoing basis follow through is timely and well documented.
  • Provide oversight and supervision to the Fiscal Coordinator to manage necessary financial aspects of the services to include processing and review of monthly rent payments; oversight of HUD, Penn Free and other grant reports to ensure program expenditure of funds as defined in the grants; comply with standards as identified by the Commonwealth of Pennsylvania, Allegheny County Bureau of Homeless Services, Continuum of Care, and Allegheny County Office of Behavioral Health; submit all documentation within identified timelines maintain positive relationships with established landlords; processing of housing referrals through the Homeless Management Information System (HMIS) in an accurate and timely manner.
  • Provide coordinated oversight and supervision to the Clinical Coordinator and Fiscal Coordinator to ensure completion of all required documentation related to service provision to include, but not limited to: HMIS entries, initial consumer assessments, Treatment Plans, Treatment Plan Reviews, Discharge Summaries, Progress Notes and Memos to Chart.
  • Provide guidance to ensure that the day-to-day operations of assigned programs and ensure that the implementation of Housing First core elements and Moving On processes are appropriately integrated into services.
  • In collaboration with the Chief Clinical Officer and the Chief Financial Officer, provide general financial oversight of the services including budget development, ongoing monitoring of revenue and expenses, opportunities for enhancement of revenue and the processes related to the capture, billing and monitoring of utilization management of services.
