About The Position

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes. Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of: ‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’ Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations. The Climate Change and Disaster Resilience (CCDR) Coordinator within the Inclusions and Safeguards team will work closely with TSSP3 transport sector partner agency counterparts to develop and strengthen policies, strategies, plans and activities aimed at improving CCDR, GEDSI and environmental and social safeguards across the transport sector. The focus will be on mainstreaming and improving outcomes in the areas of climate change and disaster resilience, gender equity, disability equity, environmental and social safeguards (including child protection). This role will have a strong focus on climate change and disaster resilience.

Requirements

  • Relevant qualifications (preferably bachelor’s degree) in fields such as Climate Change, Disaster Resilience, Environmental Science, Development Effectiveness, International Development, Safeguards.
  • 3-5 years professional work experience in Climate Change, Disaster Resilience and Environmental Safeguards in the Pacific.
  • Understanding of the synergy between international, regional and national CCDR policies/strategies in PNG.
  • Ability to support the implementation and monitoring CCDR and safeguards policies, preferably in the transport sector.
  • Understanding of the relationship between cross cutting development issues, including gender equality and women’s empowerment, child protection, disability, HIV/AIDS, environmental and social safeguards and road safety policies as well as their stand-alone issues.
  • Knowledge of GoA/ GoPNG CCDR and safeguards requirements.
  • Strong writing skills and the ability to provide input into reports and other written materials.

Responsibilities

  • Develop and strengthen policies, strategies, plans and activities aimed at improving CCDR, GEDSI and environmental and social safeguards across the transport sector.
  • Focus on mainstreaming and improving outcomes in the areas of climate change and disaster resilience, gender equity, disability equity, environmental and social safeguards (including child protection).
  • Provide input into reports and other written materials.
