About The Position

The Department of Housing Preservation and Development (HPD) oversees housing standards across New York City. As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants, and holding landlords accountable. The Office of Enforcement and Neighborhood Services (OENS) works with community partners to identify distressed buildings and develop strategies to improve conditions. The Preliminary Assessment Unit of the Division of Neighborhood Preservation (DNP) conducts inspections of Department of Homeless Services (DHS) owned and managed Shelters to identify conditions contrary to housing codes and laws. The unit also conducts pre-occupancy inspections for rental assistance programs. This role is within the Division of Neighborhood Preservation (DNP) and supports the Preliminary Assessment Unit.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Responsibilities

  • Assist in the coordination and scheduling of weekly DHS assessment inspections of shelters assigned to Preliminary Assessment (PASS) Unit and assign daily inspection workloads to the unit’s field staff.
  • In downtime, assist with assigning assessment inspections of vacant units requested by HPD’s Homeless Placement Unit.
  • Assist in the review of shelter inspection reports submitted by field staff for completeness and accuracy and approve inspection results entered into the DHS Inspection system by field staff.
  • Assist in the maintenance and update of the Unit’s tracking spreadsheets, databases, and operational reports, ensuring timely and accurate data entry. These reports include but are not limited to, the Master Shelter Spreadsheet, the Weekly Conditions Sheet.
  • Prepare and submit weekly failure condition reports electronically to DHS.
  • Prepare monthly Score Card Report for submission to DHS of shelters inspections completed by the PASS Unit and HPD Code Enforcement.
  • Prepare quarterly inspection invoices for shelter inspection for management review and final submission.
  • Assist in tracking Homeless Placement inspection requests, maintaining inspection outcomes, and coordinate follow-up inspections for failed units.
  • Scan and organize inspection documentation and photographs for electronic recordkeeping and retrieval.
  • Support special projects and provide administrative assistance as assigned.
