Clean Energy Manager - Project Management - DRI (Non-Pipe Alternative)
About The Position
Orange and Rockland is looking for a passionate and energetic Clean Energy Program Manager to join its Non-Pipeline Alternatives team. The Program Manager will primarily assist in all aspects of gas and electric program strategy, operations, analysis and reporting for active Non-Pipeline Alternatives (NPA). This includes performing cost/benefit analysis; contract negotiation with customers and vendors; managing program financial budgets, tracking, invoicing, and other accounting aspects of the programs implementation vendors and other contractors. This includes providing more information to stakeholders about system needs in an effort to direct customer solutions in areas where they will have the greatest benefit to the system, and as a result, to all utility customers. Additionally, program management requires analyzing, monitoring, tracking, and accrual of all NPA team project related costs. Timely and accurate input of project, customer, and accounting information into the designated database tracking system; monitoring contractor activities for adherence to approved schedules, contract provisions, and project specifications; and conducting quality control activities as required. This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.
Requirements
- Bachelor's Degree and a minimum of three years related work experience.
- Proven leadership and interpersonal skills with the ability to drive results by collaborating with stakeholders to build consensus, required.
- Must have the ability to effectively interact with customers, support staff, and various levels of management, with excellent oral and written communication skills, required
- Must have a working knowledge of utility operations and policies, required.
- Ability to perform independent, rigorous research and contribute in a fast-paced, cross-functional team environment, required.
- Must be well organized, detail oriented, and flexible to handle multiple assignments and deadlines, required.
- Must be proficient in Microsoft Office applications (Excel, PowerPoint, Word) and possess demonstrated analytical data management skills, required.

Nice To Haves
- Bachelor's Degree preferably in Electrical Engineering, Civil Engineering, or Project Management
- Working knowledge of regulatory processes, including preparation of rate proceedings and responses to commission orders and interrogatory requests, preferred.
- Knowledge of business operations in the areas of engineering and design, construction, purchasing, and cost control, with the ability to understand and assess customer and Company economics, preferred.
- Experience in the natural gas industry, including gas resource planning, gas supply procurement, renewable heating equipment, and energy-consuming systems common to residential and commercial buildings, preferred.
- Experience with demand-side management, energy efficiency, distributed energy resources (DERs), and other market-driven utility programs, as well as with familiarity with New York State's Reforming Climate Leadership and Community Protection Act (CLCPA), Non-Wires Solutions, Non-Pipeline Solutions, Electrification, and related utility initiatives, preferred.
Responsibilities
- Commit to developing a proactive, customer-centric culture that fosters trust and confidence among internal and external customers and improves value for all stakeholders.
- Support the development and evaluation of Non-Pipeline Alternatives (NPA) by engaging market participants, assessing innovative demand management and energy efficiency solutions, and developing optimal portfolios for targeted service territory needs.
- Engage with state regulators and support reporting requirements for NPA and electrification programs to the New York Public Service Commission.
- Assist in the development of procurement mechanisms (RFPs, RFIs, etc.) to contract with third-party vendors to execute NPA programs, achieve targeted load relief and support Company objectives.
- Evaluate project costs, benefits, and risks, and coordinate with Gas Engineering and Planning, Resource Planning, Analytics, Finance, Energy Efficiency, and Demand Management teams to support the development and implementation of Non-Pipeline Alternatives.
- Manage communications with customers, vendors, stakeholders, and governmental/regulatory agencies, providing performance reporting, responding to inquiries, and ensuring an excellent customer experience.
- Lead special projects and program initiatives focused on gas and electric system needs, targeted customer segments, and partnerships with Company, state, city, or NYSERDA programs.
- Establish processes, policies, and procedures to integrate Demand Side Management (DSM) solutions into Company and external planning efforts; analyze customer demographics, identify appropriate DSM measures, and evaluate potential load relief opportunities.
- Collaborate with Market Research & Analysis, Building Engineering, Marketing, Forecasting, Sales, Analytics, and Delivery Channel teams to address market and technology gaps, evaluate project costs, benefits, risks, and implement outreach and delivery strategies.
- Coordinate information flow across departments and stakeholders, manage project delivery processes including contract negotiation and execution, support departmental efficiency and demand response programs, and perform other related duties as assigned.
