About The Position

SpecPro Sustainment & Environmental is seeking a Clean Air Act (CAA) Specialist to provide quality assurance/quality control environmental support services for the U.S. Army Dugway Proving Ground (DPG) Installation. The CAA Specialist is responsible to provide DEP support in the compliance of all applicable statutes, rules and regulations pertaining to the Installation’s Air Quality Program in compliance with RCRA Part B Permit, Title V Air Permit, and all other applicable regulations. The CAA Specialist will work closely with the Army Material Command (AMC)-Installation Management Command (IMCOM) to ensure operational excellence, regulatory compliance, and mission success. Requirements

  • Proficient in EPA, UDSHW, and Army regulations.
  • Sufficient to support the DEP efforts to maintain and comply with the Installation's Part B and Title V Permits and other related 40 Code of Federal Regulations (40 CFR) requirements, State of Utah Department of Environmental Quality (DEQ), and EPA regulations.
  • Proficient in Microsoft Office applications, such as Word, Excel, Access, etc.
  • Bachelor’s degree in Environmental Science, Engineering or a related field.
  • Minimum 5 years of demonstrated environmental compliance experience including specific experience with the CAA and applicable State regulations.
  • Ability to perform fieldwork for extended periods, including working outdoors in various conditions.
  • Sufficient vision, hearing, and manual dexterity to perform related tasks.
  • Complete and sign an Army contractor NDA before beginning work.

  • Minimum 1 year professional experience is desired to be directly related to technical writing.

Responsibilities

  • Provide DEP support in the compliance of all applicable statutes, rules and regulations pertaining to the Installation’s Air Quality Program in compliance with RCRA Part B Permit, Title V Air Permit, and all other applicable regulations.
  • Work closely with the Army Material Command (AMC)-Installation Management Command (IMCOM) to ensure operational excellence, regulatory compliance, and mission success.
  • Prepare and modify permits required under 40 CFR.
  • Determine the sufficiency of corrective action plans and corrective measures proposed by the Contractor for resolution of violations and nonconformance.
  • Adapt to changing regulations and trends.
  • Demonstrate proactivity and take ownership of daily responsibilities and projects.
  • Manage confidential information with discretion.
