About The Position

The Department of Commerce is seeking a Classification & Compensation Expert (HRBP) to join their Human Resource Division. This role will provide expert-level analysis and consultation on complex classification and compensation issues with strategic impacts on the agency. The position also serves as a lead for lower-level professionals, focusing on daily assignment planning, skill development, work evaluation, motivation, and fostering a positive team environment. The HRBP acts as a liaison between the Classification & Compensation (C&C) team and senior management, ensuring smooth operations and project success. The Human Resource Division aligns HR with strategic goals, focusing on labor relations, employee development, operations, hiring, recruitment, and position management.

Requirements

  • Seven (7) years of combined experience and/or education in broad-based professional human resources in three or more of the following areas: Advising and consulting on human resource issues such as classification and compensation, professional development, organization development, performance management, workforce planning, and generalist functions.
  • Manage multiple internal relationships with the HRD, agency executives, managers, supervisors, and internal clients, including professional-level staff and subject matter experts.
  • Experience researching and providing senior-level based solutions to solve customer needs.
  • Experience researching complex data.
  • Experience providing training to large groups of diverse attendants.
  • Experience in an organization’s human resource office in the State’s civil service classification and compensation system, applying federal and state employment laws, rules, processes, and agency policies.
  • Education involving a major study in human resources, business administration, public administration, social or behavioral sciences or related field.
  • Qualifying education post High School or equivalent may be substituted year for year for experience.

Nice To Haves

  • Professional Human Resource Certification or a Master’s Degree in human resources, business administration, public administration, social or behavioral sciences or related field.
  • Knowledge of complex Washington State civil service laws, rules, policies, and collective bargaining agreements.
  • Knowledge of Fair Labor Standards Act and Washington State overtime rules.
  • Experience using the Washington State Human Resource Management System (HRMS).

Responsibilities

  • Serves as the lead expert Classification & Compensation Specialist.
  • Acts as a strategic partner to executives, managers, and supervisors, supporting classification tasks such as position planning, allocation, and developing/updating position descriptions.
  • Provides expert-level classification consultation for job analysis, position establishment, reallocation, and updating position descriptions.
  • Interprets and explains applicable WACs, RCWs, CBAs, agency policies, and procedures related to classification and compensation.
  • Reviews and analyzes management-initiated establishments and position review requests (PRRs) for Washington General Service (WGS) positions.
  • Maintains allocation authority using employee-neutral criteria.
  • Determines appropriate allocation and continuity of positions, ensuring adherence with classification specifications.
  • Researches, analyzes, and documents responsibilities, knowledge, and abilities for agency positions.
  • Performs analysis on classification allocation factors and specifications to identify inefficiencies in classification structures.
  • Presents findings and recommendations to the C&C Manager for proposed classification structure solutions.
  • Consults with management on areas of turnover and assists with developing action plans.
  • Provides guidance to lower-level staff on complex or contentious allocation decisions.
  • Consults with executive leadership, supervisors, and managers to determine proper salary placement.
  • Monitors and ensures internal equity of compensation decisions.
  • Provides guidance on pay-related HR topics such as overtime eligibility, EEO, job category descriptions, and assignment pay.
  • Assists with gathering information and analysis to inform agency compensation policy.
  • Assesses and determines overtime eligibility based on the Fair Labor Standards Act (FLSA).
  • Ensures completion of the Washington State Minimum Wage Overtime Eligibility Review and Recommendation.
  • Plans, organizes, and assigns daily work to C&C team members.
  • Reviews completed work for accuracy, completeness, and quality.
  • Ensures daily, weekly, or project-based tasks are completed on time.
  • Provides technical guidance on difficult or unusual classification and compensation assignments.
  • Provides informal feedback to the C&C Manager regarding employee performance.
  • Leads the C&C team in the PRR process and represents the agency in allocation appeals.
  • Leads Classification and Compensation team projects as assigned.
  • Leads the analysis and preparation of Classification and Compensation Needs Assessments for OFM, State Human Resources.
  • Leads annual pay equity evaluation and analysis, proposing remediation solutions.
  • Leads the annual position review of the state Minimum Wage Act changes and evaluates overtime eligibility.
  • Leads the development of internal tracking of compensation adjustments.
  • Leads the development of internal position allocation training.
  • Acts as the WMS Banding meeting staffer.
  • Leads the gathering and analysis of data for establishments and updates to EMS positions.
  • As the ITPS Coordinator, reviews all IT positions and hosts meetings.
  • Communicates and coordinates with other human resource staff for consistency and information sharing.
  • Facilitates and leads HR Talking Tuesday’s meetings on classification and compensation topics.
  • Provides guidance on technical HR issues relating to personnel services and employee-related actions.
  • Works with HRD team members to implement HR process improvement activities.
  • Updates and maintains assigned HR Desk manual chapters, policies, procedures, and process documents.
  • Maintains confidentiality and ensures work is completed within timeframes and SLAs.
