As a Civil Roadway Engineer in the Design Department, you will support the design and project management for civil and roadway engineering for Ronald Reagan Washington National (DCA), Washington Dulles International (IAD) Airports, as well as landside highways and bridges including Dulles Toll Road (DTR), and Dulles International Airport Access Highway (DIAAH). Supports civil engineering design and project and contract management, with a primary focus on Capital Construction Program (CCP), Capital Improvement Program (CIP), and Renewal & Replacement (R&R) Program projects at Dulles Toll Road (DTR), Dulles International Airport Access Highway (DIAAH), Washington Dulles International Airport (IAD) and Reagan National Airport (DCA). Serves in the Design Department in the Office of Engineering at Washington Dulles International (IAD) Airport. GENERAL RESPONSIBILITIES Assists senior staff in the design management activities of the management team employed by the Airports Authority's principal management consultant for major capital and miscellaneous capital projects, with a focus on horizontal and vertical landside civil engineering components. Assists in monitoring new designs in progress and ensures work performed meets the Airports Authority Design Manual requirements, building codes, industry standards, and best practices. Assists in the analysis of projects to improve schedules, quality assurance, cost control, coordination of interdependencies, progress reporting, and safety. Assists with landside paving studies and projects, including preliminary and final designs for paving, grading, and drainage, roadway sections, signals, interchanges, and facilities to confirm standards and related designs are in accordance with the Airport Authority standards. Assists in the review of work of consulting Architecture and Engineering (A/E) firms, including development of plans and specifications for specific design projects covering the development, procurement, and design phases, as well as design support during construction. Coordinates with other engineers and urban planners concerning current and future demand, including the need for connectors between the Dulles Toll Road and the Interstate System. Serves as a Contracting Officer's Technical Representative (COTR) and provides technical advice to managing consultants, prepares technical aspects of contract change orders and modifications, reviews invoices, and confirms work has been completed in accordance with contracts, quality standards, and the Airports Authority goals for Small Local Business Enterprises (SLBEs). Supports and coordinates with the Construction Manager and confirms the design A/E firm’s construction phase services are compliant with submittal procedures. Facilitates project meetings, site visits, correspondence, and processing of Requests for Information. Coordinates on safety of operations with the Airports Authority’s Safety Program Manager(s) and minimizes potential for contractor claims during construction. Assists with the Airport Authority’s federally mandated Bridge Inspection Program and related audits. Assists with the Airport Authority’s state-required Sign and Signal Structure Inspection Program. Coordinates with the Virginia Department of Transportation (VDOT, Federal Highway Administration (FHWA), Washington Metropolitan Area Transit Authority (WMATA), and National Park Services (NPS) staff on transportation infrastructure and adjacency issues. Performs other duties as assigned.
