This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment. A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS. Under the general supervision of the Director of the Civil Right Compliance Branch, the Civil Rights Compliance Specialist II reviews athletic programs statewide, provides guidance and instructions to remedy, achieve, and/or maintain compliance and non-discriminatory practices on the basis of sex in athletic programs and activities. Develops and recommends administrative policies, guidelines, and instructions to achieve compliance with Title IX and non-discrimination on the basis of sex in education programs or activities, specifically Title IX in athletics. Provides technical assistance, information, and guidance to Department supervisors (including principals and athletic directors), staff, students, parents, and the general public as it pertains to Title IX issues in athletics. Provides training to educational officers (including principals and athletic directors), coaches, community members, and others who have a legitimate interest in Title IX within the Department. Prepares the Department's official response to various state and federal enforcement agencies concerning potential or alleged civil rights violations as it pertains to Title IX in athletics. Drafts responses to complaints filed with agencies (such as the U.S. DOE Office of Civil Rights, Equal Employment Opportunity Commission, or the Hawaii Civil Rights Commission), as assigned. Conducts full range of investigations involving issues dealing with alleged violations of Title IX policies or procedures as it pertains to educational programs and services, specifically Title IX in athletics. Performs other related duties as assigned.
