About The Position

Passero Associates is seeking a talented Civil Project Manager/Aviation Civil Project Manager for its Albany, NY office. This role offers significant management and growth opportunities, focusing on aviation-focused planning and site development projects. The position involves all facets of airfield development, including civil design for aviation projects (site layout, storm water management, utility design), master planning, and the creation of 5-year capital improvement plans. Requirements

  • BS degree in Civil Engineering or a Civil-related field.
  • PE required.
  • 5-10+ years of experience in site development and/or transportation planning, design, permitting, and construction.
  • Well versed in technical specifications, contract documents, and construction cost estimates.
  • Ability to coordinate the project bid process.
  • Experienced in developing and mentoring a team of junior team members.
  • Effective communication and technical writing skills.
  • Valid driver’s license and personal vehicle.
  • Ability to obtain Airport Security Identification Display Area (SIDA) Badge required, including Federal Background Check (with clear record).

Nice To Haves

  • Aviation experience is desirable, not required.
  • Experience with municipal and institutional clients is advantageous.

Responsibilities

  • Lead and manage a design team from concept design through construction document development, including the production of drawings, technical specifications, and engineering reports for permit agency (FAA, DOT) approval, bidding, and construction.
  • Collaborate with clients to develop a multi-year CIP for airport clients.
  • Work with an interdisciplinary team of engineers, architects, and planners to plan, design, and oversee construction of various capital improvement projects.
  • Act as the client’s representative, coordinating and leading meetings with governing agencies for small- and large-scale projects, including conducting pre-bid, bid openings, pre-construction, construction progress, final inspection, and project closeout meetings.
  • Coordinate the project bid process, including preparation of bid tabulations and award recommendation letters.
  • Provide construction administration services, including reviewing shop drawings, responding to contractor RFIs, reviewing pay applications, and managing construction observation and materials testing team members.
  • Prepare scope and fee proposals, negotiate contracts with clients, prepare project work plans, monitor project schedules, prepare monthly invoices, and track project budgets and team performance.
  • Provide clear communication with internal and external team members, clients, and governing authorities.
