About The Position

Parsons is seeking a Civil/Geotechnical Engineer to join their Owner’s Advisor team supporting the Medical Enlisted Training Campus (METC) Recapitalization Program at Joint Base San Antonio–Fort Sam Houston. This mission-critical initiative will deliver five modern dormitory facilities for up to 6,000 joint-service medical students and the associated infrastructure. Working alongside government leaders, military stakeholders, designers, and contractors, you will help manage risk, protect the government’s interests, and support the successful delivery of a high-profile Progressive Design-Build program. This is a unique opportunity to contribute to a landmark campus, advance innovative delivery methods, and help shape the future of large-scale Air Force infrastructure programs.

Requirements

  • Bachelor’s degree in civil engineering from an accredited program and 8+ years of site/civil engineering experience.
  • Experience with drainage, underground utilities, pavements, construction sequencing, and active-site coordination.
  • Ability to interpret surveys, grading plans, geotechnical reports, utility records, and field testing documentation.
  • Ability to obtain and maintain unescorted access to JBSA Fort Sam Houston.
  • Ability to communicate effectively, maintain accurate records, collaborate across disciplines, and handle project information in approved systems.
  • Ability to maintain a one team mentality amongst all stakeholders.

Nice To Haves

  • Active PE; Texas licensure or ability to obtain it if required for assigned professional services.
  • Federal installation infrastructure, Texas site conditions, Civil 3D, GIS, and stormwater compliance coordination.

Responsibilities

  • Provide civil engineering advisory support for grading, drainage, roads, troop circulation, underground utilities, and construction staging.
  • Coordinate civil interfaces with building foundations and installation operations.
  • Review site civil packages, utility profiles, grading, drainage, pavements, and stormwater design against approved criteria.
  • Coordinate survey controls, utility conflicts, foundation/civil interfaces, and geotechnical recommendations with responsible specialists.
  • Evaluate construction phasing, haul routes, access, utility shutdowns, and temporary service arrangements.
  • Review civil submittents, RFIs, proposed changes, quantity information, and technical quality findings.
  • Coordinate civil testing and observations of erosion/sediment controls and SWPPP implementation with qualified environmental support.
  • Verify civil as-builts, utility testing, restoration, and asset records needed for turnover.
