About The Position

The primary purpose of this position is to serve as a professional civil engineer, performing design, project programming and construction management/monitoring duties in support of a military installation. This is a developmental position, starting at the GS-0810-07 grade with a target grade of GS-0810-12. All training must be completed and regulatory requirements met prior to each promotion. The position involves serving as a professional civil engineer, performing design, project programming, and construction management/monitoring duties. Duties vary by grade level, from assisting higher-grade engineers with routine assignments and CADD programs at the GS-07 level, to participating in design work for new construction and renovations at the GS-09 level, and finally to monitoring and managing construction projects, evaluating development plans, and performing operations and maintenance functions at the GS-11/GS-12 levels. The role requires compliance with health, safety, and environmental rules and procedures, and performing work in a manner that enhances the safety of the work environment. Occasional travel may be required, and a valid driver's license may be necessary. The employee may act as a project liaison with the Army Corps of Engineers or other design agencies and may be required to serve on A&E selection boards. The selectee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements within 24 months and obtain and maintain a Secret security clearance.

  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.
  • Employee must be able to obtain and maintain a Secret security clearance.
  • Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  • OR Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  • SPECIALIZED EXPERIENCE FOR GS-07: At least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples include knowledge of civil engineering concepts and principles and standard engineering practices, methods, and techniques to perform routine projects or minor phases of a larger and more complex project; and computer aided design and drafting (CADD) programs to perform routine design and drafting assignments; Skill in preparing graphs, curves, or tables; Ability to search technical reports, manufacturers' catalogs, and other guidelines to obtain information; Ability to use relevant software programs and use computer aided design and drafting programs (CADD).
  • EDUCATION FOR GS-07: 1 year of graduate-level education or superior academic achievement that is directly related to the work of the position.
  • COMBINATION OF EXPERIENCE AND EDUCATION for GS-07: Less than the full amount of specialized experience described in job opportunity announcement; however, completed some graduated-level education as described.
  • SPECIALIZED EXPERIENCE FOR GS-09: At least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples include knowledge of civil engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large, complex projects; Knowledge of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and standard contracting regulations, practices, and procedures; Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
  • EDUCATION FOR GS-09: Successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
  • COMBINATION OF EXPERIENCE AND EDUCATION for GS-09: Less than the full amount of specialized experience described in job opportunity announcement; however, completed some graduated-level education as described.
  • SPECIALIZED EXPERIENCE FOR GS-11: At least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples include knowledge of civil engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines; Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements; of environmental principles, laws, and regulations; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; Knowledge of automated data processing concepts, systems capabilities; and knowledge of program planning and budgeting cycles, financial control and budget systems and management; Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings sufficient to convey design concepts and ideas and formulate working drawings.
  • EDUCATION FOR GS-11: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
  • COMBINATION OF EXPERIENCE AND EDUCATION for GS-11: Less than the full amount of specialized experience required but more than 2 years of graduate level education with a major or subject area related to the position to be filled.
  • SPECIALIZED EXPERIENCE FOR GS-12: At least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples include knowledge of civil engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments; Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications; Knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings; Knowledge of and familiarity with related fields of work such as architectural, electrical, mechanical, structural and environmental engineering sufficient to ensure that areas of overlapping responsibilities receive proper design considerations; Comprehensive knowledge of the installation/command mission and organization; Broad understanding of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utility services.

Responsibilities

  • Serve as a professional civil engineer, performing design, project programming and construction management/monitoring duties in support of a military installation.
  • Uses prescribed methods to perform specific, and limited work assignments that are normally minor phases of a broader assignment of a higher-grade engineer (GS-07).
  • Uses computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to assist higher grade engineers (GS-07).
  • Assists in coordinating projects with engineers in other disciplines or with architects (GS-07).
  • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
  • Participates in design work for new construction, renovations, and improvements to real property facilities including utility systems, utilizing a professional knowledge of civil engineering (GS-09).
  • Prepares or participates in the preparation of architect and engineer (A&E) statements of work (SOW) (GS-09).
  • Coordinates projects with other engineers in other disciplines or with architects (GS-09).
  • Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete (GS-09).
  • Performs work in the construction management, programming/base development, and/or operations and maintenance (O&M) functions on a less frequent basis (GS-09).
  • Monitors and manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of civil engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc. (GS-11/GS-12).
  • Assists in planning and design process for new construction, renovations, and improvement projects for real property facilities and utility systems utilizing a professional knowledge of civil engineering (GS-11/GS-12).
  • Evaluates/recommends programs and development plans and advocates for project requirements (GS-11/GS-12).
  • Performs work in facilities operations and maintenance (O&M) functions (GS-11/GS-12).
  • Provides consulting services and project coordination (GS-11/GS-12).
  • Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena (GS-11/GS-12).
