About The Position

Under general supervision, performs professional civil engineering and project management work of considerable complexity, including management of construction, water & wastewater, grading & drainage, traffic, and other civil engineering infrastructure projects and project components. This position will remain open until filled with a first review date of July 6th. The primary duties and responsibilities include managing, coordinating, and executing civil engineering projects; making technical engineering analysis of proposed projects; evaluating the need for design changes and making appropriate recommendations; reviewing plans for conformity to uniform codes, local ordinances, and state and Federal regulations; preparing requests for proposals/qualifications, managing consultant selection process, preparing or assisting in the preparation of plans and specifications, responsible for the preparation of contracts for outside professional services and construction services, bid documents; making recommendations for contract award; reviewing permit applications, land development applications, development plans and capital improvement plans and making recommendations regarding design, constructability, maintenance, and related issues; meeting with developers and consultants to resolve issues; making recommendations for, and assisting with, department budget and program reporting requirements; inspecting and monitoring projects; resolving discrepancies between field conditions and design plans; recommending methods of resolving complex problems; writing various analytical reports and making technical estimates of a specialized nature in connection with various projects; assuring project deliverables meet scope, schedule, cost and quality requirements; responding to inquiries from citizens and agencies on Public Works projects and plans; providing technical assistance to Public Works Divisions and other City Departments; maintaining records and files associated with engineering projects; and supervising the work of contracted consultants and assigned staff, to include engineers, technicians, and inspectors. Performs other duties as assigned or required.

Requirements

  • Bachelor’s degree in Civil Engineering or a closely related field.
  • Two (2) year’s professional civil engineering work experience.
  • Knowledge of City organization, operations, policies and procedures.
  • Knowledge of the fundamentals of civil engineering, mathematics and physics.
  • Knowledge of the methods and techniques of the design, construction and maintenance of public works projects.
  • Knowledge of the principles and practices of project management.
  • Knowledge of Federal, state, City and county policies, procedures, codes, regulations and ordinances related to civil engineering.
  • Knowledge of the properties and uses of construction materials.
  • Knowledge of the principles of record keeping and records management.
  • Skill in preparing reports and checking designs, details, estimates, plans, and specifications of engineering projects.
  • Skill in analyzing and evaluating technical engineering data and construction documentation.
  • Skill in establishing effective working relationship with consultants, contractors, other agencies and the public.
  • Skill in using computers and complex engineering software applications, including Microsoft Office Suite, AutoCad, and GIS.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in communicating effectively verbally and in writing and assisting the public.

Nice To Haves

  • Registration as a professional Engineer in the state of Arizona or the ability to obtain registration within six (6) months is highly desirable.
