The Bureau of Environmental Services (BES) is seeking a Civil Engineer (Engineer- Civil) to join the Treatment and Pumping Systems Division. This role will provide plan review, engineering design and analysis, and support the construction and rehabilitation of wastewater treatment facilities and pump stations. The goal is to protect public health and enhance the resilience of Portland’s wastewater and stormwater systems. The position involves performing engineering planning for major capital construction and/or maintenance programs, designing, reviewing, and constructing engineering plans and drawings, and preparing engineering analyses, calculations, technical reports, and specifications. The engineer will also serve as a project manager for various engineering and construction projects, overseeing project scopes, schedules, budgets, risks, and milestones. Additionally, they will review and monitor work by outside consultants, administer consultant contracts, support construction activities, perform site visits, and help resolve field issues. The role includes preparing and delivering presentations of technical data, coordinating capital construction projects with multidisciplinary teams, and representing the bureau on multi-jurisdictional projects. Integrating sustainability, seismic resilience, and equity considerations into engineering solutions and project delivery is also a key responsibility, as is supporting change management and ensuring smooth transitions to operations and maintenance teams.
