About The Position

The New York City Department of Environmental Protection (DEP) is seeking a Civil Engineer-II to serve as an Engineering Auditor within the Office of Engineering Audits (OEA). The OEA independently audits invoiced payments for construction, expense, and construction-related services contracts to ensure the City receives appropriate value for work performed. This role involves conducting desk and field audits of payments for major construction and maintenance of DEP facilities and assets, reviewing prices and costs to ensure compliance with City Charter, Procurement Policy Board (PPB Rules), Comptroller's Directives, and Generally Accepted Accounting Principles. The position also requires supervising subordinate staff involved in auditing complex contracts and potentially performing field inspections to verify work quality and progress.

Requirements

  • Permanent civil service status as Civil Engineer.
  • Four (4) years of full-time, satisfactory experience in civil engineering work.
  • A valid New York State Professional Engineer’s License.
  • Current New York State registration as a Professional Engineer must be maintained for the duration of employment.
  • At least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project (for Assignment Levels II and III).

Nice To Haves

  • A masters degree in civil engineering from an accredited college or university may be substituted for one year of the civil engineering experience required.

Responsibilities

  • Serve as an Engineering Auditor, providing independent audit of payments of a large portfolio of maintenance contracts for all of DEP's operating Bureaus.
  • Conduct desk and field (as needed) audits of partial, substantial, final, and contract change payment requisitions for major construction and maintenance of DEP facilities and assets.
  • Perform final review and examination of prices, reimbursable costs, technical trade labor rates, multipliers, overhead factors, and other related documents to certify the fairness and reasonableness of contract changes.
  • May perform field inspections to verify that work is good quality and has progressed sufficiently to warrant payment requested.
  • Supervise subordinate staff involved in the audit of complex construction and construction-related contracts.
  • Review and audit partial, substantial, and final payments for construction-related and supply and service contracts, additional work orders and change orders, and release of retainage for work performed at various Water Pollution Control Projects and other projects throughout the City.
  • Examine financial transactions and/or performance indicators.
  • Accept special assignments as directed.
  • Recommend appropriate deductions based on detailed findings where contract requirements are not met.
  • In the absence of a supervisor, may assume supervisory duties supervising auditors and consultant employees.
  • Test supporting evidence through documentation, inquiry, inspection, and independent corroboration.
  • Conduct field/site visits whenever the payment request is based upon work performed to physically verify invoiced amounts and evaluate the quality and progress of the work.
  • Assist the Deputy Director in reviewing, approving, and signing off on Contract Change Request (CCR) and Contract Change (CC) under Capital, Consultant, and Construction-Related Contracts.
  • Supervise change order assignments and train current city employees and consultants.
  • Assist management in payment audit review and assignments.
  • Resolve miscellaneous audit findings and issues that may arise.
