About The Position

The East Bay Regional Park District is currently recruiting for a Civil Engineer to support the Park District’s Restoration Projects Unit, delivering capital projects that restore and enhance parklands. The Civil Engineer will play a key role in moving projects from design through construction, including civil engineering design, preparation of construction documents, cost estimates, permitting, contract administration, and construction management. The position may also serve as Resident Engineer (RE) on assigned construction projects and support the Design and Construction Department as a construction management and administration subject matter expert. This position will collaborate closely with Park District staff, consultants, contractors, and regulatory agencies and will provide technical expertise that supports successful, efficient, and high-quality delivery of the Park District’s capital improvement projects. The hiring pools established from this recruitment will be used to fill the current vacancy and any additional vacancies that may occur during the one-year life of the hiring pools.

Requirements

  • A Bachelor's degree from an accredited college or university with major course work in civil engineering, or a related field
  • Five years of civil engineering experience, including two years at a project management level
  • Registration as a Professional Civil Engineer with the State of California
  • Possession of a valid Class C California Driver's License
  • Must pass a Level 1 Background Check, which includes employment history verification, employee reference check, education or certificate verification, and criminal history review

Nice To Haves

  • A California Professional Civil Engineer (PE) license
  • Resident Engineer experience strongly preferred
  • Knowledge of public works construction management, contract administration, construction inspection, quality assurance, cost estimating, schedule tracking, and change management
  • Experience managing projects from preliminary design through design development, permitting, and construction
  • Experience coordinating with consultants, contractors, regulatory agencies, and multidisciplinary teams to resolve complex engineering and construction issues
  • An understanding of an ecosystem-based approach to land development and restoration, with the ability to balance project design with the natural and built environment and the needs of park users, fish, and wildlife
  • Strong communication, problem-solving, and project management skills, with the ability to manage multiple priorities and effectively move projects from concept through construction
  • Experience successfully leading or supporting procurement of federal and state resource agency regulatory permit authorizations and compliance during construction
  • Possession of a Qualified Storm Water Pollution Prevention Plan Developer (QSD) certificate must be obtained prior to completion of probation

Responsibilities

  • Serves as Project Manager and Engineer of Record for professional engineering work
  • Identifies project scopes, designs, prepares contract drawings, engineering specifications and cost estimates for a variety of capital and maintenance projects
  • Acts as resident engineer on construction projects
  • Prepares requests for proposals and administers construction and consultant service contracts
  • Researches, advises, and coordinates with contractors, construction managers, outside engineering consultants, and Park District staff to resolve complex engineering problems
  • Obtains, reviews and directs the collection of field data (surveys, geotechnical investigations, water quality analysis)
  • Performs complex engineering design calculations for grading earthwork, utilities, pavement, hydrology, hydraulics, and structures
  • Oversees and manages project timelines and budgets
  • Performs construction feasibility analysis
  • Coordinates work of consultants, engineers, developers, contractors, and other departments with outside agencies
  • Makes field inspections of construction in progress
  • Prepares project documents, correspondence, presentations, budget analyses and participates in grant application preparation and administration
  • Prepares, acquires, and administers regulatory and required permits and agreements with other agencies
