About The Position

Employee in this position is responsible for managing civil engineering projects in the field of public works road and stormwater construction.

Requirements

  • Knowledge of principles, practices and methods of civil engineering, hydraulics, hydrology, soils, etc.
  • Knowledge of current literature, trends and developments in the area of specialization of the position.
  • Familiarity with Autodesk, AutoCAD and Civil 3D design software.
  • Ability to perform technical research work and to give reliable advice on engineering problems.
  • Ability to express ideas effectively--orally and in writing.
  • Ability to interpret plans, specs and reports.
  • Ability to adopt approved engineering methods and standards of planning, designing and constructing a variety of public works projects.
  • Familiarity with Public Works contracting procedures.
  • Knowledge of WSDOT and FHWA project management and design procedures.
  • Knowledge and experience in design and construction of urban/rural roadways and facilities.
  • Ability to remain calm under stressful situations.
  • BS degree with major study in civil or construction engineering, engineering technology, or a closely related field.
  • Valid Driver's License required.
  • Candidates must be legally authorized to work in the United States.
  • Island County does not provide visa sponsorship.

Nice To Haves

  • Three years of professional civil engineering experience in a responsible position preferred.

Responsibilities

  • Provides construction administration and inspection.
  • Schedules and assigns work to technical engineering personnel and determines priorities.
  • Supervises and participates in the preparation, reproduction and disposition of plans and specifications for road-related improvements and other county maintenance and construction projects.
  • Reviews plans and specifications and makes recommendations as to alterations needed.
  • Supervises, coordinates and documents construction inspection.
  • Prepares cost estimates and construction contracts.
  • Negotiates professional architectural and engineering consultant contracts for new task scopes of work and budgets.
  • Performs a variety of research and evaluation projects for determining long-range construction programs.
  • Prepares materials for consideration by the County Engineer/Public Works director.
  • Prepares comprehensive reports and makes recommendations on engineering problems.
  • Provides project management of grant-funded County road construction projects, including route selection, right-of-way acquisition, and road design, development of plans and specifications, bidding, and management of construction contracts.
  • Performs other tasks as directed.
