About The Position

The Civil Engineer under general supervision, supervises, directs, designs, and reviews civil engineering plans and specifications, and construction projects. The incumbent conducts inspections of construction in progress and assists in the coordination of construction of projects. This role requires knowledge of engineering principles and practices as they relate to civil engineering, surveying, drafting and design; road construction methods and materials, and the tools involved in the construction or repair of buildings and other structures; techniques and methods of computing cost estimates and preparing specifications in road and building construction; practical application of engineering science and technology; design techniques, tools, and principals involved in the production of precision technical plans, blueprints, drawings, and models; applicable codes and ordinances pertaining to civil engineering and public works projects; both the English and Spanish languages; and County Subdivision and Design Standards and Regulations. Depending on the area assigned, the role may involve drafting all engineering drawings, field maps, and designs required by the department in support of Public Works projects using drafting and design software, GPS, and Auto CAD Civil 3D. The position requires the ability to read, comprehend, evaluate, and prepare technical engineering documents, plans, and design specifications; maintain records; prepare written and oral reports; apply principles, techniques, procedures, and equipment to the design and production of various projects; identify complex problems and review related information to develop and evaluate options and implement solutions; communicate effectively both orally and in writing; prepare clear, concise, and comprehensive written reports; and establish and maintain cooperative and effective relationships with those contacted during the course of work. The position also requires passing a Criminal Background Investigation. Each and every county position requires key professional skills and abilities as essential elements of performance.

Requirements

  • Bachelor's degree in Civil Engineering from an accredited College or University and two (2) years experience in road and building construction, with two (2) years’ experience in plan reviews, cost estimates, and inspections.
  • Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities and the Bachelor degree in Civil Engineering.
  • Must have or obtain by date of hire a valid driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
  • In order to access the County’s network and systems, a personal mobile smart device is required by the hire start date.

Responsibilities

  • Establishes, defines, directs and supervises the design and implementation of engineering plans and specifications prepared in-house; and review and inspect those prepared by contract workers
  • Establishes and reviews design criterion and parameters for civil engineering projects
  • Prioritizes and schedules engineering projects and adheres to set deadlines
  • Coordinates departmental design and construction work
  • Plans, designs, reviews and directs the development of County civil engineering public works projects
  • Assists with the direction and/or prepare computations, draft and design plans and specifications
  • Enforces safety rules and regulations
  • Instructs surveying crews in the establishment of street centerlines, horizontal and vertical control points for County civil engineering projects
  • Supervises the inspection of workmanship, materials and equipment used in construction of engineering projects
  • Reviews and interprets subdivision plans, specifications, proposals and structures prepared by private consultants and contract workers
  • Coordinates projects with entities such as the Army Corps of Engineers and utility companies
  • Provides technical support to other County departments
  • Prepares reports, road construction specifications and cost estimates for construction projects
  • Inspects and evaluates condition of structures, road surfaces and construction projects and ensures conformance to design specifications, safety standards, and County regulations
  • Monitors project construction to assure adherence to proper construction methods, materials specifications: County guidelines: and makes required modifications to plans and specifications
  • Reviews project plans, specifications and estimates and confers with the proper authorities as required
  • Maintains accurate records in relation to projects and inspection and progress reports of same
  • Conducts on-site field inspections to monitor progress of assigned projects
  • Coordinates with other county employees as well as individuals from other organizations including contractors, architects, and engineers
  • Provides technical advice to various personnel regarding design, construction, or program modifications or structural repairs
  • Attends and participates in meetings, training, and information sessions
  • Assists in the development of long term master plans
  • Maintains project documents, change orders, field reports, etc.
  • Complies with budgetary policies and adheres to budget appropriations
  • Assists in the preparation and submission of grant applications for federal funding
  • Coordinates with Facilities pertaining to renovations and inspections
  • As directed may estimate time and cost of proposed projects
  • Contingent upon specialized areas of work may perform the following duties: Enforces County building and construction regulations by sending notices and notifying inspectors
  • Informs the general public about various guidelines pertaining to development requirements
  • Responsible for enhancement designs of recreational parks
  • Coordinates with various entities pertaining to transportation projects
  • Verifies surveys, easements, or lease correspondences, legal descriptions, calculate metes and bounds using GPS equipment
  • Performs other job related duties, within reason and capabilities as directed
  • Substitutes, for staff during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations

  • As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
