About The Position

Stanley Consultants is seeking a Civil Engineer to join their Federal team, supporting client engagements in the Indo-Pacific Region. This full-time, onsite position involves civil design development and coordination for various project types, including military base facilities, airfields, roads, and site design. The role requires the candidate to exercise judgment in applying engineering techniques and procedures for design decisions. Responsibilities include developing design plans and specifications, participating in design charrettes, producing charrette reports, conducting site visits, and providing engineering services during construction. The position also involves supporting business development efforts by assisting the Business Development Team with regional pursuits and responding to RFPs. While projects primarily focus on US Federal clients, there may be opportunities to support Government of Guam or commercial entities.

Requirements

  • Bachelor’s Degree in Civil Engineering from an accredited four-year college or university.
  • 10+ years of relevant civil engineering experience.
  • Professional Engineer (PE) Registration.
  • Working knowledge of civil engineering including site, grading and earthwork, surface water management and stormwater detention, and infrastructure and utility design.
  • Working knowledge and experience with Civil 3D products.
  • Working knowledge of a variety of software applications including hydrology and hydraulics modeling programs, Excel, Word and GIS applications.
  • Experience with International Building Code (IBC), Department of War Unified Facilities Criteria (UFC) and Unified Facilities Guide Specifications (UFGS).
  • General knowledge of construction techniques and an ability to read plans and specifications.
  • Experience in and fully capable of using or learning the latest remote communication software required. Ideally experienced in the use of Microsoft Teams.
  • Strong oral and technical writing skills.
  • Ability to work in a team environment with multiple disciplines.
  • Must be willing and able to travel in Indo-Pacific region – approximately 15-20% total travel per year.
  • Ideally, the candidate is a U.S. citizen.
  • Must be able to successfully pass required background checks to obtain a Common Access Card.
  • Must be able to read, write, and speak English fluently.
  • Must be available and willing to work flexible hours and occasional overtime.

  • OCONUS military planning and design experience a plus.

Responsibilities

  • Assesses client requirements and assists in development of specifications, drawings, instructions, and related documents.
  • Prepares and modifies charrette reports and assists in developing construction schedules for projects.
  • Serves as technical liaison and coordinates design components with other design disciplines, as needed.
  • Assists in the coordination of pricing, estimating, scoping, and marketing strategies for proposed projects.
  • Consults with construction personnel concerning design constructability as related to field conditions, sequencing, and scheduling of construction activities.
  • May need to attend onsite or virtual client meetings.
