About The Position

Incumbent serves as Civil Engineer assigned to the Construction Services Branch to perform continuing evaluation of field construction at MVK, Area, and Project offices to ensure high quality construction; providing technical construction engineering advice, support, and guidance to field personnel; and assist in the resolution of construction engineering problems while incorporating sound contract administration principles. Duties Review plans and specifications for Biddability, Constructability, Operability and Environmental (BCOE) and adequacy of quality control provisions. Ensure quality, clarity and accuracy, technical feasibility and compliance with applicable regulatory agencies, criteria, applicable contract documents and regulations on civil and other related features. Uses construction and contract administration knowledge and experience to meet the District's mission representing the Construction function as a Project Delivery Team, Design Team, VE Study Team or Process Action Team member. Advises field offices of regulations, guides, methods, procedures, and other guideline requirements related to the inspection of respective phases and features of projects.

Requirements

  • Degree: Bachelor's degree (or higher degree) in engineering accredited by ABET, or a degree with specific calculus and engineering science courses.
  • Combination of Education and Experience: College-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  • Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE).
  • Evidence of having successfully passed the Fundamentals of Engineering (FE) examination.
  • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences.
  • Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
  • One year of specialized experience which includes: Performing evaluations of contract administration and construction quality including providing guidance to field offices on quality assurance programs.
  • Administering contracts including serving as COR; and processing modifications including negotiations and payments.
  • Serving as a technical advisor on civil engineering projects, which includes reviewing inspection and testing procedures and assisting with contract administration issues.
  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
  • Proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
