About The Position

We are seeking a Civil Engineer with 2+ years of design experience in civil-site, underground utility, and/or stormwater design. The role involves preparing civil engineering designs, calculations, drawings, and specifications for site development, grading, stormwater management, erosion control, and water/wastewater/industrial utility systems. You will also develop and review engineering reports, feasibility studies, and basis-of-design documents, applying local, state, and federal design standards. Responsibilities include performing quantity takeoffs, cost estimates, and constructability reviews. The position requires a combination of office and field work, including periodic travel for site assessments, construction support, and regulatory meetings. The ability to access treatment systems and comply with safety requirements is essential. This role also involves leading land development projects, serving as a primary point of contact or technical lead, exercising professional judgment with limited supervision, reviewing technical deliverables, mentoring junior staff, and contributing to business development. Knowledge of regulatory permitting processes and construction administration is also expected.

Requirements

  • B.S. Civil Engineering
  • 2+ years of design experience with civil-site, underground utility and/or stormwater design
  • Ability to access treatment systems and comply with PPE and safety requirements
  • Knowledge and understanding of regulatory permitting processes
  • Familiarity with construction administration and contractor coordination

Responsibilities

  • Prepare civil engineering designs, calculations, drawings, and specifications for site development and grading, stormwater management and erosion control, and water, wastewater, and industrial utility systems.
  • Develop and review engineering reports, feasibility studies and basis-of-design documents.
  • Apply local, state and federal design standards (AASHTO, EPA, DOT, Municipal Standards).
  • Perform quantity takeoffs, cost estimates and constructability reviews.
  • Coordinate with internal disciplines (structural, environmental, mechanical, electrical) and external consultants.
  • Interface with clients to clarify technical requirements and design intent.
  • Review contractor submittents, RFIs, and change requests.
  • Provide construction phase support, including site visits and field observations.
  • Prepare and support permit applications for municipal and industrial projects, including stormwater (NPDES, SWPPP), utility connections, and land disturbance and site plan approvals.
  • Coordinate with regulatory agencies, municipalities, and reviewing authorities.
  • Ensure designs comply with environmental, zoning, and land-use requirements.
  • Provide technical leadership during regulatory inspections, audits, and enforcement actions.
  • Review laboratory data and establish treatment performance metrics and compliance targets.
  • Provide technical input for proposals, feasibility studies, and regulatory strategy documents.
  • Independently lead and manage land development projects.
  • Serve as the primary point of contact or technical lead for projects.
  • Exercise professional judgment with limited supervision.
  • Review technical deliverables and respond to RFIs.
  • Perform reviews of QA/QC design deliverables.
  • Mentor junior staff and contribute to business development.
