About The Position

Unlike private-sector consulting roles, at the Flood Control District, our engineers do what they do best: focus on engineering. There are no billable hours, no marketing expectations, and no client development pressures. Success is defined by technical excellence, real-world impact, and service to the public. In the Floodplain Use Permitting Branch, you will collaborate with a team of professional engineers, engineering associates, and technicians to support various permitting tasks. Your responsibilities include conducting pre-application meetings to provide initial guidance, reviewing construction plans, issuing permits, and managing complex permit applications from start to finish. Additionally, this role involves reviewing Conditional Letters of Map Revision (CLOMR) and Letters of Map Revision (LOMR) before submitting them to FEMA.

Requirements

  • Two years of engineering experience
  • Bachelor’s degree in engineering (Civil, River Mechanics, Water Resources, Fluid Mechanics, Structural, Chemical, Environmental, Mechanical, etc.), Landscape Architecture, Surveying, Hydrology, Environmental Science, Geology, or a related field
  • Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration, or by the technical board of another state, with the ability to obtain Arizona registration within six months of employment
  • Successful candidates must currently possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire.

Nice To Haves

  • Familiarity with FEMA Standards or the Floodplain Regulations for Maricopa County
  • Demonstrated experience in the use of GIS mapping and modeling software, including HEC-HMS, FLO-2D, HEC-RAS, and FlowMaster
  • Certified Floodplain Manager (CFM) designation

Responsibilities

  • Review and approve hydrologic and hydraulic models and technical reports.
  • Review, approve, and issue permits for work within floodplains.
  • Ensure that submittals are in compliance with applicable standards and regulations
  • Represent the Flood Control District in various meetings with other governmental agencies and the public; respond to internal and external requests; and provide technical recommendations/assistance
  • Coordinate with other Flood Control District staff, communities, and government agencies; represent the Flood Control District at meetings with those organizations and the public; and respond to information requests by examining, investigating, and editing documents and reports
  • Provide assistance and training to Engineer Associates and Technicians within the Floodplain Permitting Division of the Flood Control District
  • Other job duties as assigned
