About The Position

This position requires the application of engineering knowledge and skills to public right-of-way engineering and construction projects. Duties include the review of right-of-way construction and utility plans for compliance with applicable governmental standards, issuance of right-of-way construction permits, and related public contract work. The supervision of an engineering technician and/or draftsman is an additional duty.

Requirements

  • Possess a thorough knowledge of civil engineering principles and practices as applied to public works projects.
  • Knowledge of land surveying techniques and procedures.
  • Ability to read and interpret legal descriptions and have the capability of locating properties in a section map and aerial image.
  • Knowledge of roadway design, roadway construction, City Codes & Ordinances, City Stormwater Utility program, and City Stormwater Utility Billing
  • Familiarity with County, State and federal roadway and stormwater standards and regulations and have the ability to enforce related compliance programs.
  • Ability to supervise and inspect the installation of utilities.
  • Considerable knowledge of methods, practices, techniques, materials and equipment used for the installation of utilities.
  • Knowledge and ability to operate various computer programs such as AutoCAD, ArcVIEW GIS, Adobe Pro, Google Maps, Google Streets View, and Microsoft Office software such as Word, Excel, PowerPoint, Outlook, Project, and Publisher.
  • Have advanced knowledge of computers.
  • Ability to plan and supervise the work of engineering technicians/draftspersons.
  • Ability to professionally interact with engineering consultants and the general public.
  • Good professional engineering judgment.
  • Primarily office-based with occasional field visits to project sites or public infrastructure locations.
  • Frequent interaction with the public, contractors, and internal staff.
  • Work may involve deadlines tied to construction schedules, public safety concerns, or emergency responses.
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
  • Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, personal computer, calculator, copier, and fax machine.
  • Work involves working indoors and outdoors in inclement weather conditions.
  • Work involves sitting and standing for long periods of time.
  • Work involves frequent typing, walking and bending, lifting and stooping for short periods of time.
  • Must be able to lift and/or carry weights of up to 30 pounds.
  • A minimum of a Bachelor of Science degree in Civil or Environmental Engineering from an accredited university or college.
  • Candidates completing their degree within six months of application date may also be considered for this position.
  • Ability to read, write, and communicate fluently in English and Spanish.
  • Possession of a valid Florida driver’s license is required.

  • Experience in municipal public works engineering is desired.

Responsibilities

  • Reviews plats for conformity to city standards and required right-of-way dedications.
  • Reviews right-of-way deeds for land dedications.
  • Reviews permit applications and plans for work proposed within city right-of-way.
  • Reviews Site, Roadway, Street Lighting, Paving & Drainage, Utility, Stormwater Protection, Parking Layout and other related project plans for compliance with City standards and for minimization and/or mitigation of impacts to the city.
  • Reviews bond estimates and performance bonds for new developments requiring significant right-of-way improvements.
  • Reviews maintenance of traffic (MOT) and lane/street closure plans.
  • Performs field inspections of jobsites, as needed, before and after permits are issued.
  • Provides guidance to contractors for right-of-way improvements according to approved plans and specifications.
  • Applies for grants.
  • Prepares professional services man-hour estimates for upcoming engineering projects.
  • Prepares Request for Qualification (RFQ) packages for professional service contracts.
  • Drafts roadway, drainage, and street lighting master plans/layouts for contracted engineering firms to design and produce construction plans accordingly.
  • Drafts roadway pavement marking plan and/or sketch.
  • Reviews roadway construction plans designed by consultants under contract with the City.
  • Researches city files and court records for information relating to deeds, property ownership, and existing infrastructure, utilities and other facilities.
  • Coordinates utility relocations with utility owners and/or contractors.
  • Prepares cost estimates for right-of-way improvement projects.
  • Prepares specifications and Invitation to Bid (ITB) packages for construction projects.
  • Reviews and evaluates bids, estimates, and/or proposals.
  • Reviews project invoices and change orders.
  • Produces and submits reimbursement invoice packages to agencies providing project funding.
  • Assists management staff with the administration of JPA Agreements, LAP Agreements, MMOA’s, and U.S. EPA NPDES stormwater permits governing stormwater discharges and related environmental regulatory requirements.
  • Collaborates in developing and administering Streets and Stormwater Utility policies, regulations, and planning.
  • Attends and responds to complaints following departmental procedures for notification, inspection, re-inspection, and other actions required to ensure compliance.
  • Reviews preliminary designs of state, county, utilities, and other entity projects for conflict with city infrastructure and to ensure city’s concerns and/or needs are addressed.
  • Updates city maps as needed.
  • Performs related work as required.
