About The Position

The City of Salem Public Works is hiring a civil engineer at one of three levels — Engineering Program Manager, Senior Project Manager, or Project Manager — depending on your experience and certification. This recruitment will establish a six-month eligibility list. Even if you are not selected for the current opening, qualified applicants will be contacted as additional positions become available. Our team follows a hybrid model — in-office at the Public Works Operations and Engineering Building 3 to 4 days a week, with remote work available the remaining days with manager approval. The standard schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. This posting covers three classification levels. The current opening is in Engineering’s Utility Engineering Group which covers water treatment, water distribution system, wastewater treatment, sewer collection system, and stormwater system. The immediate need is in our water treatment and distribution system. Additional consideration will be given to expertise in the wastewater treatment, collections system, pump systems, and/or collaborative delivery of large projects areas. Related experience in transportation and/or facilities related engineering fields will also be considered.

Requirements

  • A Bachelor's degree from an accredited college or university in Civil Engineering or a related field.
  • Twelve years of experience in a Civil Engineering or related field, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Possession of Professional Civil Engineer License within the State of Oregon required within one year of appointment to the position.
  • Pass the pre-employment background check.
  • Possess an Oregon Driver license and a driving record that meets the City of Salem's driving standards.
  • Engineering Program Manager (Engineer 4): Twelve (12) years of experience in a Civil Engineering or related field.
  • Senior Project Manager (Engineer 3): Ten (10) years of experience in a Civil Engineering or related field.
  • Project Manager (Engineer 2): Six (6) years of experience in a Civil Engineering or related field.

Nice To Haves

  • Supervisory experience will be valued for candidates wishing to advance to management positions in the organization.
  • Experience in project management, sanitary sewer, stormwater, water and wastewater system improvements, transportation, or land development.
  • Excellent communication and time management skills.
  • Expertise in wastewater treatment, collections system, pump systems, and/or collaborative delivery of large projects.
  • Related experience in transportation and/or facilities related engineering fields.

Responsibilities

  • Manage multiple projects and programs through design and construction phases.
  • Lead a project team of licensed professional engineers.
  • Take administrative responsibility for program-level budgets, regulatory permits, and QA/QC.
  • Oversee complex projects across water treatment, water distribution, wastewater treatment, sewer collection, and stormwater areas.
  • Serve on technical and advisory committees.
  • Establish project delivery procedures.
  • Coordinate with stakeholders across the organization in the community.
  • Independently manage a full range of civil engineering project management through the planning, design, and construction of complex municipal infrastructure projects.
  • Apply extensive knowledge of engineering principles across water, wastewater, and stormwater engineering fields while performing QA/QC on designs.
  • Supervise various engineering technical staff, including CECOP interns.
  • Provide full-service project management for moderate to large engineering projects through the planning, design, and construction phases and reviewing consultant designs.
  • Develop and execute projects with technical independence within accepted engineering principles and applicable City policies.
  • Promote collaboration across Divisions by developing, planning, and constructing projects that support the Operations teams and the broader community.
  • Direct supervision, coaching, work planning, and professional development for team members and interns (for Program Manager and Senior Project Manager roles).
