About The Position

The City of Saint Paul Public Works Department is hiring a Civil Engineer III to manage the Resident Services section of the Traffic Engineering Division. The primary responsibilities include overseeing and responding to all community inquiries and managing the site plan review process for Traffic Engineering. This role involves applying and interpreting technical data to make sound decisions, managing a high volume of work and public inquiries, and frequently re-prioritizing tasks. The position requires effective communication with constituents, agency partners, internal teams, staff, supervisors, and managers on complex topics. Presenting technical information in various forums, including council and community meetings, is essential. The incumbent will investigate, address, and respond to public inquiries about traffic engineering issues, manage parking, loading, and curbside use requests, and lead the Traffic Engineering review of development site plans and traffic studies. Additional duties may include project management, construction plan development, and traffic safety analysis.

Requirements

Must possess and maintain Licensure in the State of Minnesota as a Professional Civil Engineer.
Four years of Civil Engineering experience.
At least two years of which must be as a Civil Engineer II or equivalent.
Licensure as a Professional Civil Engineer is required by date of appointment.
Licensure as a Professional Civil Engineer within the State of Minnesota is required within six months of appointment.

Responsibilities

Apply and interpret technical data to make sound and consistent decisions in Traffic Engineering.
Manage, prioritize, and complete a high volume of work tasks and public inquiries.
Frequently re-prioritize and adjust the order of work based on new or changing information.
Communicate with constituents, agency partners, internal partners, staff, supervisors and managers on topics of varying degrees of complexity.
Present technical information in a variety of forums, including council members, district councils, community meetings, and neighborhood meetings.
Investigate, address, and respond to inquiries from the public about traffic engineering issues.
Manage parking, loading, and curbside use requests.
Lead Traffic Engineering review of development site plans and traffic studies.
Perform other duties as assigned including project management, construction plan development, and traffic safety analysis.
